Iberia between Latin America and Europe: EU261 in both directions
Iberia is an EU carrier, so an Iberia-operated journey between Latin America and the EU can fall within EU261 in both directions. Madrid-Bogota is covered because it leaves the EU; Bogota-Madrid is also covered when Iberia supplies the aircraft and crew because an EU carrier operates into the EU. The same conclusion does not automatically follow for an IB-coded flight operated by LATAM, Avianca or another non-EU partner. Operator, ticket structure, final destination and cause remain decisive.

Why this differs from many non-EU airlines
EU261's territorial rule has two branches. Every carrier is covered when departing an EU airport. On a journey beginning outside the EU and arriving inside it, the operating airline generally needs EU-carrier status. Iberia meets that status; Avianca, LATAM and American Airlines do not.
That creates a commercially important difference on the return journey. A non-EU airline operating Bogota-Madrid is usually outside EU261. Iberia operating the same direction can be inside it. The passenger's citizenship and country of ticket purchase are not the deciding factors.
One booking extends the final-destination analysis
Suppose Iberia operates Quito-Madrid and a connection continues to Amsterdam on the same ticket. A delay on the inbound sector causes the final arrival to be six hours late. The itinerary can be assessed to Amsterdam because the connected flights form one journey for EU261 compensation.
If Madrid-Amsterdam is a separate ticket, the position changes. The Quito-Madrid contract may still be covered because Iberia is an EU carrier, but the separate onward loss is not automatically folded into its distance and delay. Travel insurance, an OTA guarantee or package rights may assist separately.
Long-haul amounts and reduction
Most direct Latin America-Europe journeys exceed 3,500 km and sit in the EUR 600 band. That is a maximum fixed amount per passenger, not a refund of the ticket price. It requires at least three hours' final-arrival delay, qualifying short-notice cancellation or involuntary denied boarding.
When Iberia reroutes a long-haul passenger and final arrival is no more than four hours late, Article 7 can allow a 50% reduction to EUR 300. The reduction is tied to arrival timing, not acceptance of a replacement. See the Iberia EUR 600 guide for family and connection examples.
Madrid connections and domestic feeders
An Iberia itinerary may include a feeder sold under an IB code but operated by another airline. Identify the sector that caused the loss. If Iberia operated Buenos Aires-Madrid late and the one-ticket Madrid-Rome connection was missed, Iberia is the natural respondent. If a separate local feeder in Argentina was late, EU261 may not govern that local contract.
At Madrid, record the feeder's door-opening time, immigration or security route, closed gate, new boarding pass and final arrival. The Madrid missed-connection guide gives a transfer checklist.
Care and rerouting apply independently
On a protected cancellation or long wait, Iberia owes reasonable food, communication, hotel and hotel-airport transport where needed. It must also offer refund or rerouting. These duties continue even if volcanic ash, severe weather or ATC restrictions remove fixed compensation.
If Iberia offers no care at an overseas origin, ask at the desk or written channel, then spend reasonably and keep itemised receipts. Currency and card records help connect the expense to the disruption. Do not convert every holiday loss into an Article 9 expense; EU261 care is narrower.
Cause must be tied to the flight
Iberia may cite weather in Madrid, airspace restrictions, airport operations or an earlier rotation. Ask for the event's time and location, its effect on the aircraft or crew, and the steps taken. A generic “operational reasons” response is not proof.
Routine technical failure is ordinarily part of airline operations under Wallentin-Hermann unless it stems from a truly external event. A lawful internal staff strike is not automatically extraordinary. The cause guide separates these cases.
Evidence for an inbound claim
Keep the full e-ticket, PNR, operator line, ticket number, original and replacement boarding passes, notices, final arrival evidence and receipts. In the claim opening, state: “Iberia operated the non-EU departure into the EU and is a Community carrier.” This prevents a mistaken rejection based solely on the overseas origin.
For a group, list every traveller and fixed amount. Submit through the Iberia claims guide and retain the reference. If Iberia redirects you to a marketing partner, return to the “operated by” evidence.
Limits of the rule
A wholly non-EU journey such as a separate domestic flight in Colombia does not become covered because Iberia issued another ticket. Nor does Iberia's EU status transfer to a non-EU codeshare operator. Local consumer law and the Montreal Convention may provide different remedies, but they are not automatic EUR 600 claims.
This guide states the law in force on 25 August 2026. The EU reform adopted in July 2026 has a future application date; do not treat its new procedure as governing an August 2026 event.

Is Bogota-Madrid covered when Iberia operates it?
Yes, it can be. Iberia is an EU carrier operating into the EU, so the inbound branch of EU261 can apply.
Does an IB flight number make a LATAM-operated flight covered?
No. The operating carrier supplies the aircraft and crew. A marketing code alone does not transfer Iberia's EU status.
Can a Latin America-Madrid-Europe connection receive EUR 600?
Yes, when it is one protected booking, final arrival is sufficiently late and the other conditions are met.
Are separate domestic feeder tickets included?
Usually not. A separately contracted feeder is assessed on its own; insurance or an intermediary guarantee may provide additional protection.
