Passenger citizenship, residence, ticket currency and place of purchase do not decide coverage. An Australian passenger departing Frankfurt on Qatar Airways receives the same EU261 starting point as a German passenger on that flight.
Why an EU departure can be protected
EU261 covers departures from an EU airport regardless of the operating airline’s nationality. Qatar Airways is based outside the EU, but that does not remove protection from its departures at airports such as Paris, Frankfurt, Madrid, Rome, Amsterdam or Dublin. The practical framework also covers relevant departures from Iceland, Norway and Switzerland.
The rule can extend beyond Doha when the passenger has one continuous reservation. Suppose a ticket runs Frankfurt-Doha-Bangkok and a disruption produces arrival in Bangkok six hours late. The analysis uses the final ticketed destination, not only the delay when the first aircraft reached Doha.
The reverse itinerary is not symmetrical. A Qatar-operated Bangkok-Doha-Frankfurt journey begins outside the EU and uses a non-EU carrier, so it normally falls outside EU261. The inbound-direction guide identifies the refund, contract and Montreal Convention remedies that may still matter.
Qatar Airways departures from the UK
UK261 protects a Qatar Airways-operated flight leaving a UK airport. This includes a through booking from the UK via Doha when the protected itinerary is disrupted and the passenger reaches the final destination late. London-Doha-Perth and Manchester-Doha-Colombo can therefore require a final-destination assessment.
Qatar Airways is not a UK carrier. A standalone Doha-London or Cape Town-Doha-London journey operated by Qatar Airways usually lacks inbound UK261 coverage. If British Airways actually operates a segment, the result may change, so read the operated-by line for every leg.
The current UK fixed bands are GBP 220, GBP 350 and GBP 520. They are statutory sterling amounts, not a currency conversion of EUR 250, EUR 400 and EUR 600.
Events that can create a fixed claim
Arrival delay
A covered journey generally needs final arrival at least three hours after schedule. Arrival is measured when at least one aircraft door opens and passengers are allowed to leave, rather than at touchdown. On travel over 3,500 km, a three-to-four-hour delay can permit a 50% reduction; the full top band usually becomes the starting figure at four hours.
Cancellation
Fixed compensation depends on the notice date, substitute timing and reason. Notice at least fourteen days before departure normally removes the fixed amount, but the choice between reimbursement and rerouting remains. Short notice supports a claim only if Qatar Airways cannot establish an extraordinary cause and reasonable measures.
Involuntary denied boarding
A passenger with valid documents who checked in on time and is removed from an oversold covered flight against their will can have an immediate claim. Volunteering in exchange for a negotiated benefit is legally different.

Most Qatar Airways journeys from Europe through Doha to Asia, Africa or Australia exceed 3,500 km. That makes the highest distance category common, but not automatic. Coverage, delay, notice and cause still have to be proved. A long-distance final delay between three and four hours can result in EUR 300 or the corresponding reduced UK amount.
Compensation is individual. If two adults and two fare-paying children satisfy the conditions, each has a separate entitlement even though one person paid for the booking. Care expenses and baggage loss use different calculations and should not be added to the fixed band without explanation.
The operating carrier controls the claim target
Qatar Airways sells codeshare and connecting journeys with British Airways, Iberia, Finnair, American Airlines, Virgin Australia and other partners. A QR flight number can therefore appear on a service performed with another airline’s aircraft and crew.
EU261 and UK261 claims normally start with the operating carrier. Ticket refunds may still involve Qatar Airways or the issuing travel agent. Keep these roles separate: the company that services the ticket is not always the company responsible for the disrupted operation.

- Madrid-Doha sold by Qatar Airways but operated by Iberia: Iberia is the first statutory respondent.
- London-Doha operated by Qatar Airways: Qatar Airways is the UK261 respondent.
- Doha-London sold by British Airways but operated by Qatar Airways: the Qatar operation is normally outside inbound UK261.
- Helsinki-Doha operated by Finnair: assess Finnair as an EU operating carrier, even if the ticket carries a QR code.

Extraordinary circumstances are a defence, not a complete answer
Qatar Airways can avoid fixed compensation if it proves that an extraordinary event caused the eligible disruption and that reasonable measures could not have prevented the outcome. Severe weather, airport closure, air traffic restrictions and a sudden security risk can qualify. A generic statement such as “operational reasons” does not demonstrate the event or its causal link.
Ordinary technical defects, rotation planning and many internal staffing issues require closer scrutiny. Even where the fixed amount is excluded, protected passengers retain care during the wait. Cancellation also preserves reimbursement or rerouting.

Evidence to preserve
Keep the original itinerary, e-ticket receipt, boarding passes, reissued booking, disruption notices and all operated-by wording. Record final door-opening time and capture airport or app updates. For cancellation, preserve the first message and timestamp. For denied boarding, request written confirmation and note whether volunteers were sought.
Save itemised hotel, meal and local-transport receipts separately. A card total without the merchant and items is weaker evidence. If a connection through Doha was missed, retain both planned and actual boarding documents and the replacement itinerary.

Worked examples
Paris-Doha-Kochi, one reservation: an aircraft fault on the first Qatar-operated segment causes a missed connection and arrival in Kochi nine hours late. The journey began in the EU, so the final destination and complete booking are assessed. EUR 600 per eligible passenger can be the starting claim if the fault was not extraordinary.
London-Doha cancelled on travel day: Qatar Airways offers a replacement arriving six hours late. UK261 can apply because the journey left the UK. Rerouting does not by itself erase the possible GBP 520 fixed amount.
Sydney-Doha-Amsterdam delayed: Qatar Airways operates both segments and the journey begins in Australia. Landing in the EU does not create EU261 coverage. Proven delay loss under the Montreal Convention and contractual remedies require separate evidence.
