Act in the baggage reclaim area
Go to the baggage-service desk handling the Qatar Airways arrival and create a Property Irregularity Report or equivalent missing-bag record. Verify the passenger's name, delivery address, telephone, email, bag-tag number, colour, brand and distinguishing features.
Save:
- baggage report and file reference;
- e-ticket, boarding passes and complete itinerary;
- checked-bag tag and any fee receipt;
- tracking screenshots and Qatar Airways messages;
- photographs of the suitcase before travel, if available;

Do not wait 21 days to create the report. The 21-day rule concerns when a passenger can treat an unfound bag as lost, not when tracing should begin.
Necessary purchases during baggage delay
A passenger away from home may need basic toiletries, suitable clothing and other essentials until delivery. Buy progressively and keep the amount proportionate to destination, climate, trip purpose and expected delay.
An evening business arrival can justify a change of clothing for the next morning. A beach holiday may require different essentials. Replacing the entire suitcase contents on day one is harder to defend when delivery is expected shortly.
Keep itemised receipts rather than only card statements. Explain unusual but necessary purchases, such as medically required items, infant supplies or clothing for severe weather. Do not include goods that would have been bought anyway.
If the bag is later declared lost, the airline can account for delay expenses when calculating the total baggage loss so the same property is not paid twice.
The 1,519 SDR limit
For most international Qatar Airways carriage, the Montreal Convention sets a combined baggage liability ceiling. The limit was revised to 1,519 Special Drawing Rights per passenger from 28 December 2024. SDR is an International Monetary Fund accounting unit, so its value in euros, pounds or dollars changes.
The ceiling covers destruction, loss, damage and delay within the same baggage liability framework. It is not multiplied by the number of checked bags. A passenger must prove actual loss and reasonable expense, subject to depreciation, exclusions and causation.
A special declaration of interest made at check-in, together with any required extra payment, can support a higher declared amount. Preserve the declaration and receipt. Travel insurance may cover value above the Convention ceiling, subject to its terms.
Written complaint deadlines
For delayed baggage, the Montreal Convention requires a written complaint no later than 21 days after the bag is placed at the passenger's disposal. That means the clock runs from return of the bag, not from flight arrival. Send it sooner once expenses are known.
If checked baggage is returned damaged, the written complaint period is seven days after receipt. A court action under the Convention is generally extinguished if not brought within two years, calculated under the treaty rule.

Do not confuse the 21-day expense complaint with a promise that Qatar Airways will finish investigation in 21 days.
When the bag is lost
Prepare an honest inventory stating item, approximate purchase date, original price, current condition and present value. Add receipts, card records, photos, warranty emails or model numbers where available.
Used clothing and luggage are not automatically valued at new retail price. Depreciation can be applied. Explain high-value items carefully and check Qatar Airways' conditions concerning valuables, fragile goods, documents, medicines, electronics and other items unsuitable for checked baggage.
Do not inflate the list. A consistent, evidenced inventory is more persuasive than a maximum-SDR demand with no connection to actual contents.
Ask Qatar Airways to itemise any settlement: delayed-bag expenses, suitcase value, contents, deductions and currency conversion. Disclose insurer payments to avoid duplicate recovery.
Connecting and codeshare journeys
Report the missing bag at the final airport where it should have been delivered. Keep all tags because they show routing and handovers. Qatar Airways' mishandled-baggage process uses the file reference to trace and manage delivery.
When several carriers transported the bag, the Montreal Convention contains rules for successive carriage. The practical first step remains a prompt report to the baggage service at arrival.
A QR flight number does not prove Qatar Airways handled every segment. State the actual operators and where the passenger last checked or rechecked the bag. Separate tickets can break through-tagging assumptions.
Baggage claim versus EU261 or UK261
EU261 and UK261 fixed sums address a qualifying flight delay, cancellation or denied boarding. They do not value the suitcase. Montreal baggage rules can apply even when the flight direction is outside European fixed-compensation scope.
For example, a Qatar Airways-operated Paris-Doha flight arrives over four hours late and the bag appears three days later. The passenger can submit an EU261 flight claim and a separate baggage-expense claim.
On Doha-Paris, EU261 fixed delay compensation normally does not apply because Qatar Airways is a non-EU carrier departing outside the EU. Montreal baggage protection can still apply. The inbound coverage guide prevents these remedies being confused.
Claim submission
Use the Qatar Airways baggage channel connected to the airport report for tracking and expense or loss documentation. Keep complete copies and confirmation. If the claim form cannot accept all evidence, submit a numbered schedule and refer to the baggage file in Feedback & Concerns.
List each purchase in original currency and attach the matching receipt. For loss, add the inventory after delay expenses so the combined demand is transparent.
