Oman Air delayed, lost or damaged baggage claims

Oman Air's Conditions of Carriage uses seven days for damaged baggage and 21 days for delayed baggage. Oman Regulation 757/2024 states a 24-hour reporting period for damage or loss in its baggage article and still prints the older 1,288 SDR figure. To avoid a procedural dispute, report immediately and in any event within 24 hours where the Omani provision may apply.
First actions at the airport

- Photograph damage, carousel status and contents where relevant.
- Confirm the delivery address and contact details.
- Send a written Oman Air claim promptly, not only the PIR.
A PIR records the incident but may not replace the formal written complaint required by the Convention and conditions.

Do not wait 21 days to start tracing. That point helps classify a bag as lost; it is not a recommended first complaint date.
The current 1,519 SDR ceiling
ICAO revised Montreal Convention liability limits effective 28 December 2024. The international baggage ceiling rose to 1,519 Special Drawing Rights per passenger. It covers combined checked and unchecked baggage liability subject to the Convention, not 1,519 SDR per suitcase.
Oman's 2024 regulation and Oman Air's older conditions may still display 1,288 SDR. For qualifying international carriage after the treaty revision, cite the current 1,519 SDR limit. Explain that it is a ceiling and claim actual proven value below or up to it.
SDR is an IMF unit, not OMR, EUR or GBP. Convert using an appropriate rate at the legally relevant date and show the source if conversion is disputed.
Essential purchases during delay
Buy necessities suited to location and delay length: basic clothing, toiletries and essential items unavailable without the bag. Keep itemised receipts and proof that they were for the affected passenger.
An airline may reduce reimbursement for durable clothing because the passenger retains it. Luxury goods, duplicate electronics or a full replacement wardrobe without necessity are weak. Explain a business meeting, climate change or child's needs where they justify a purchase.
Return date matters. A delayed bag on the outbound holiday creates more necessity than baggage arriving late after the passenger reaches home and has alternatives.
Valuing lost baggage
Prepare an inventory with item, approximate purchase date, original price, current reasonable value and proof. Receipts, photographs, card statements and prior travel images can help. The Convention generally compensates value at loss, not replacement-new price for used items.
Do not claim prohibited valuables in checked baggage without reading the carrier conditions. Passports, medication and high-value electronics should normally remain in hand baggage; special declarations can affect liability.
If the suitcase alone is lost, include its depreciated value. Keep any purchase invoice for replacement luggage.
Damaged baggage
Photograph all sides before repair. Ask Oman Air whether it wants inspection, repair or replacement. Obtain a repair estimate or written statement that repair is uneconomic.
Normal wear, scratches and inherent defects may be excluded. Show structural damage, broken wheels, torn shell or unusable closure and explain why it arose during carriage.
Do not discard the bag until Oman Air confirms inspection is unnecessary. If safety requires disposal, document condition thoroughly.
Connecting and codeshare journeys
Under the Montreal Convention, a passenger may have options against carriers involved in successive carriage. Operational baggage handling often starts with the last carrier at the destination. Obtain the PIR there and preserve every sector and tag.
A WY marketing code does not identify who physically carried the bag. Keep the operated-by information. Do not delay reporting while airlines debate responsibility.
For separate tickets, note where the bag was collected and rechecked. Each contract can have its own custody period.
Baggage and flight compensation are separate
A passenger can claim baggage loss and EUR/GBP/OMR fixed flight compensation if a qualifying flight disruption also occurred. The 1,519 SDR ceiling is not delay compensation, and EUR 600 does not cover the suitcase automatically.
If buying essentials during an overnight flight cancellation, classify whether each cost arose because the airline failed to provide care or because baggage was unavailable. Do not recover the same toiletries under both headings.

Claim submission and court period
Use Oman Air's baggage channel and follow with a written claim containing PIR, ticket, tags, delivery record, inventory, photographs and receipts. Preserve the acknowledgement.
Montreal Convention court actions are extinguished after two years, calculated under Article 35. That does not extend the seven and 21-day notice periods. Start promptly and seek local advice before litigation.
