Finnair booked through an OTA, travel agent or package holiday

Claim EU261 fixed compensation from the airline that operated the disrupted flight, even when an OTA, travel agent or holiday organiser sold the booking. The ticket issuer or merchant may process fare reimbursement, while a package organiser has separate duties for the combined holiday. Identify each role instead of allowing Finnair and the seller to redirect the entire case to one another.

Operating carrier compensation

The airline shown after "operated by" is normally the respondent for EU261 compensation. If Finnair operated the flight, submit the fixed claim through its feedback and compensation process even though an OTA issued the ticket.

If Norra or a partner operated it, verify that operator before filing. An AY marketing code does not transfer operational responsibility. The Finnair operator guide explains the evidence.

The seller should provide the full e-ticket, not withhold the airline booking reference or operated-by information. Save the itinerary as soon as purchased.

Ticket refund through an intermediary

Finnair's refund page distinguishes direct bookings from travel-agent bookings. An agency or OTA often remains the ticket issuer and merchant, so money may need to pass back through it. Finnair's conditions similarly recognise the issuing carrier or authorised agent in refund processing.

Ask the seller for the ticket status, refund application date, amount received from Finnair and expected payment date. Ask Finnair whether the ticket was refunded to the agent if each side redirects the passenger.

Do not let an OTA deduct an unexplained voluntary cancellation fee where Finnair cancelled the flight and statutory reimbursement applies. Request the contractual and legal basis for every deduction.

OTA communication problems

Cancellation notice and schedule changes may pass through the seller. Preserve the contact details entered, every message and the time the passenger actually learned of the change. For fixed cancellation compensation, whether notice reached the passenger at least 14 days before departure can be decisive.

An OTA can combine separate tickets and present them as one journey. One checkout, one email or a branded "connection" does not necessarily make a protected single reservation. Inspect ticket numbers and carrier fare construction. A seller guarantee can create contractual help even where EU261 continuous-journey protection does not.

If the OTA changed the email address or withheld Finnair notifications, include that evidence in disputes with both parties without assuming who ultimately bears every consequence.

Package holiday rights

A package normally combines at least two travel services, such as flight and hotel, under the statutory conditions. The organiser is responsible for proper performance of the package and must assist travellers in difficulty. Significant changes, cancellation and missing services can produce price reduction, alternative arrangements or termination rights beyond the flight claim.

EU261 compensation from Finnair can coexist with package remedies, but the same loss cannot be paid twice. A lost hotel night might be handled through the organiser or proven damages, while Finnair's Article 9 care concerns accommodation required during the airport wait.

Notify the organiser promptly and give it an opportunity to cure package failures. Keep the package confirmation, total price, service breakdown and organiser identity.

Agent-only versus organiser

A website that sells only a Finnair ticket is usually acting as ticket agent, not package organiser. Adding a separately selected hotel through an unrelated link may not create a package. Conversely, a dynamically packaged flight and hotel sold in one process can fall within package rules.

Read the invoice and terms for "organiser," "retailer," "ticket issuer" and insolvency protection. Marketing language such as "holiday" is not conclusive.

Allocation matters because an agent's duty to issue or refund a ticket is narrower than an organiser's responsibility for the full trip.

Rerouting when an OTA is involved

At the airport, ask the operating airline for EU261 rerouting. Finnair should not tell a stranded passenger that only the OTA can arrange immediate transport when Finnair cancelled the protected flight.

For advance schedule changes, agency control of the ticket can make reissue technically necessary. Record Finnair's offered route and ask the agent to process it without a voluntary change fee.

Do not accept fare reimbursement from the OTA if the passenger still wants Finnair to provide rerouting. Keep the selected Article 8 outcome consistent across both conversations.

Chargeback and card disputes

A card dispute can be useful when the merchant retains money after a clear cancellation, but it is not the first substitute for a statutory airline or agent claim. Card deadlines and evidence vary. Duplicate refunds can create reversal or fraud concerns.

Before charging back, gather the cancellation, refund request, merchant response and proof no payment arrived. Tell the issuer about any partial refund or voucher. A chargeback does not decide EUR 600 compensation against the operating carrier.

Evidence package by party

For Finnair, send the operated-by proof, full itinerary, final arrival, cause and amount. For the agent, send the ticket number, cancellation, chosen refund and payment evidence. For the organiser, show the package contract, disrupted services, notice and requested alternative or price reduction.

Maintain a chronology with sender, case number and remedy. This prevents circular referrals from obscuring the two-month Finnair compensation request or another deadline.

FAQ

Can Finnair reject compensation because an OTA sold the ticket?

No. If Finnair operated the covered disruption, the sales intermediary does not remove its EU261 operating liability.

Who returns the unused fare?

The ticket issuer or merchant often processes agency-booking refunds, though Finnair may need to release or confirm the money.

Is every flight-plus-hotel purchase a package?

No. The statutory combination, sales process and organiser role must meet the package definition.

Can package and EU261 claims coexist?

Yes, for distinct rights and losses, but the same expense or inconvenience cannot be recovered twice.

Does one OTA checkout prove a protected connection?

No. Check whether the flights were issued as one through fare or as separate tickets under a seller guarantee.
