Finnair, Norra and codeshare claims: identify the operating carrier
The airline shown after "operated by" normally handles EU261 compensation for the disrupted flight. An AY flight number can be operated by Finnair, Nordic Regional Airlines (Norra) or a partner carrier. The ticket issuer may still handle fare reimbursement, while Montreal baggage rules can permit claims against the contracting or actual carrier.

One airline can fill several roles, but do not assume that it always does. Preserve both the original confirmation and reissued itinerary because disruption can change the operator.
Norra flights with AY numbers
Finnair's own FAQ says Norra operates many domestic and European routes for Finnair and that all Norra-operated flights have a Finnair flight number. Baggage rules, travel extras and onboard or airport services are designed to match the Finnair product.
Operational identity still matters legally. Nordic Regional Airlines has its own air operator certificate. If the confirmation says "operated by Norra," record that wording and do not describe Finnair as the physical operator merely because the aircraft is branded or the number begins AY.
Both Finnair and Norra are EU carriers, so territorial coverage is often similar on EU journeys. The distinction still affects which company is the operating carrier against which Regulation 261/2004 rights are enforced.
Codeshare flights sold by Finnair
Finnair explains that a codeshare partner can operate a flight sold under a Finnair number. The partner's rules apply to baggage allowance, travel extras and special-service requests, and the operating carrier provides airport and onboard service.
For EU261, the actual carrier is the primary target for fixed compensation and operating disruption duties. If AY markets a Helsinki-Doha flight operated by a partner, the AY code and Finnair website purchase do not alone make Finnair the operator.
The distinction can change inbound coverage. A Finnair-operated third-country flight into the EU can fall under EU261 because Finnair is an EU carrier. A non-EU partner operating the same inbound direction may not be covered unless another territorial rule or connected-flight principle applies.
Wet lease and operational control
A wet lease provides aircraft and crew from one airline to another. The EU261 operating-carrier analysis is not solved solely by reading the paint scheme or employer name on a uniform. It asks which carrier performed the flight within the legal definition and operational arrangement.
Use the booking's disclosed operator, airport information and any post-disruption correspondence. If the disclosure is inconsistent, ask both carriers to identify the entity that operated or intended to operate the service and under whose operational responsibility it flew.
Do not make assumptions from aircraft registration alone. A replacement aircraft can be leased without changing the airline responsible for the commercial operation, while another arrangement may identify a different actual carrier.
Connected itineraries with several operators
One ticket can contain Finnair, Norra and oneworld or other partner sectors. Map them in a table:

For final-arrival compensation, the carrier responsible for the causative disruption and the continuous-journey case law matter. The company that transported the passenger on a later replacement is not automatically responsible for the original delay.
Attach the complete itinerary and explain which sector caused the final loss of time. Avoid one generic demand addressed jointly to every logo.
Refunds are not assigned exactly like compensation
When Finnair cancels a directly issued ticket, Manage Booking or Finnair's refund form may process reimbursement. If a travel agent issued the e-ticket or took payment, the agent can be the practical route for returning fare funds. This does not transform the agent into the operating carrier for EU261 compensation.
Finnair's conditions say refunds are generally made by the issuing carrier or authorised agent under the applicable ticket rules and legal rights. Keep the ticket number and card statement so the merchant is identifiable.
Separate the requests in correspondence: "EU261 compensation from the operating carrier" and "unused-fare reimbursement from the ticket issuer." This prevents each party from redirecting the entire case.
Baggage can involve two carriers
The Montreal Convention distinguishes contracting and actual carriers. Finnair's liability notice says a passenger can address baggage damage claims against either where the carrier that performed the flight differs from the contracting carrier.
On interline baggage, the first or last carrier may also be practical under Convention rules. Still create the Property Irregularity Report at arrival, identify the tag and meet the seven-day damage or 21-day delay complaint period. Do not wait for airlines to decide responsibility before preserving the deadline.
Evidence that resolves operator disputes
Save:
- the full e-ticket and confirmation page;
- every "operated by" disclosure;
- original and replacement boarding passes;
- check-in confirmation and baggage tag;
- aircraft and crew information only as supporting facts;
- cancellation or delay messages naming the carrier; and
- the ticket issuer and payment merchant.

Example decisions
AY-numbered domestic flight operated by Norra: direct the operating-disruption claim to Norra, while using the disclosed Finnair service channels as appropriate and preserving the operator statement.
Finnair-operated Tokyo-Helsinki: Finnair is the EU operating carrier, so inbound EU261 coverage can exist.
AY codeshare operated by a non-EU partner into Helsinki: do not rely on the AY code; test the partner's status, departure and connected itinerary.
