Ethiopian Airlines departures from Europe: when EU261 applies
Ethiopian Airlines is not an EU carrier, but every Ethiopian-operated flight that departs an EU or EEA airport can fall under EU261. A qualifying delay, short-notice cancellation or involuntary denied boarding may produce EUR 250, EUR 400 or EUR 600 per passenger. The same rule does not normally cover the Ethiopian-operated return journey starting in Addis Ababa or elsewhere in Africa.

The departure airport supplies coverage
Article 3 of Regulation 261 covers passengers departing an airport in the EU. The carrier can be Ethiopian, European or from any other jurisdiction. If the journey begins at Frankfurt, Paris Charles de Gaulle, Rome, Vienna or Brussels and Ethiopian is the operating carrier, its non-EU licence does not remove outbound protection.

Switzerland applies parallel passenger-rights rules through its own legal framework; do not simply label every Zurich dispute as an EU Member State case. The EEA position includes Norway and Iceland. For a UK departure, use UK261 and GBP amounts instead.

A final destination can be outside Europe
The protected journey does not necessarily end in Addis Ababa. EU261 defines final destination by the directly connecting ticket. The Court of Justice's Wegener judgment confirms that a single booking can leave an EU airport, connect outside the EU and end at another non-EU airport while remaining within the Regulation.
Example: Paris-Addis Ababa-Kigali is issued under one reservation. Ethiopian delays the Paris departure, the passenger misses the confirmed connection and reaches Kigali six hours late. The EU departure can make Kigali the relevant final destination. If Paris-Addis Ababa and Addis Ababa-Kigali were bought independently, the second booking does not automatically receive the first ticket's EU261 protection.

Three ways a disruption can qualify
For delay, final arrival must normally be at least three hours late. Use door opening rather than touchdown and calculate in one time zone. For cancellation, save the first notification and compare it with the 14-day point and the replacement schedule. For involuntary denied boarding, show a confirmed reservation, timely presentation and valid travel documents.
An advance of more than one hour can be treated as a cancellation under EU case law. A minor timetable adjustment months before travel does not automatically create EUR 600. The factual record must match the legal event claimed.

Why EUR 600 is common but not automatic
Most Ethiopian journeys from the EU to Addis Ababa or beyond exceed 3,500 kilometres, placing them in the longest Article 7 band. A qualifying event therefore often starts at EUR 600 per passenger. Rerouting that keeps long-haul arrival within the reduction window can cut the amount to EUR 300.
Distance, timing and cause still need proof. A family of five with eligible seats can potentially claim five individual amounts, while a free infant without a reserved seat may require closer review. A ShebaMiles award does not by itself lower the statutory amount because publicly available frequent-flyer tickets are included by Article 3(3).

Compensation is not the only right
After cancellation, Ethiopian must offer reimbursement or rerouting. The passenger chooses whether to abandon unused travel or continue at the earliest opportunity, with a later-date option under comparable conditions. Do not accept a voucher as the only refund if cash reimbursement is legally due and preferred.
During a long wait, reasonable meals, communication, hotel and transport may be required. Care is owed even where compensation is defeated by severe weather or an external air-traffic restriction. If the airline does not provide it, preserve itemised receipts and proof that assistance was requested.
After a delay of five hours or more, a passenger who no longer has a useful reason to travel can have a reimbursement choice under Article 8. Continuing the journey and demanding a full refund for the transportation already used are different positions, so document the election clearly.
The operator matters on Star Alliance bookings
An Ethiopian itinerary may contain a Lufthansa, Brussels Airlines, Austrian or other partner sector. The ET marketing code is not enough. EU261 normally directs the claim to the carrier that operated or intended to operate the affected flight.
If Ethiopian operated the EU-origin long-haul sector, address Ethiopian. If a partner operated it, preserve that partner's name and direct the claim accordingly. Where one operator's disruption causes final delay on another operator's segment, keep the entire ticket and both boarding passes; allocation can require the connecting-flight case law rather than a logo-based answer.

Extraordinary circumstances and reasonable measures
Ethiopian must prove more than the name of a category. Severe weather must be linked to the airport, time and flight. An air-traffic restriction must actually constrain the operation. The airline must also show reasonable measures could not have prevented the final delay.
Routine technical defects are generally part of normal airline operations. An unexpected problem is not automatically extraordinary merely because it affected safety. Hidden manufacturing defects, sabotage, bird strikes and external airport events can be treated differently, with mitigation still relevant.
Request the event report in a focused way: what occurred, when, where, which rotation was affected, and what alternatives were attempted. If the response remains generic, follow the rejected-claim process.
Filing from the correct European country
Use Ethiopian's after-travel Support and Feedback form first. State that the continuous journey departed the EU, identify the operator, give final timing and claim a precise amount per passenger. Keep the acknowledgement and every attachment.
If the airline does not resolve the matter, enforcement and redress routes depend on the country connected with the incident. The European Commission maintains the current list of national enforcement bodies. Some bodies monitor compliance rather than ordering payment in every individual dispute, so court or ADR options remain national questions.
