Does EU261 cover Air Canada? Direction, operator and UK261
Short answer: EU261 covers an Air Canada-operated flight that departs from the EU, EEA or Switzerland. It normally does not cover the reverse Air Canada-operated flight from Canada, because Air Canada is not an EU carrier. UK261 similarly covers an Air Canada departure from the United Kingdom, but normally not an Air Canada-operated inbound flight from Canada. Canadian APPR applies to flights to, from and within Canada.

The coverage matrix
| Itinerary and operating carrier | EU261 | UK261 | APPR |
|---|---|---|---|
| Paris-Toronto operated by Air Canada | Yes | No | Yes |
| Toronto-Paris operated by Air Canada | Normally no | No | Yes |
| Toronto-Paris operated by Air France | Potentially yes | No | Yes |
| London-Toronto operated by Air Canada | No | Yes | Yes |
| Toronto-London operated by Air Canada | No | Normally no | Yes |
| Toronto-London operated by British Airways | No | Potentially yes | Yes |
| Zurich-Toronto operated by Air Canada | Yes through the EU261 territorial regime | No | Yes |
“Potentially” matters because the complete itinerary, booking structure and exact operator still need checking. Coverage is the first gate, not a guarantee of compensation.
Air Canada's nationality matters only on some directions
EU261 protects departures from covered European airports regardless of airline nationality. That is why Madrid-Montreal can be covered when Air Canada operates it. For an arrival from outside the covered area, EU261 normally requires a Community carrier. Air Canada does not meet that condition.
The UK uses a related but distinct regime. Any airline can be covered when departing the UK. On an inbound flight, the operator generally needs to be a UK or EU carrier. Air Canada is neither.
Passenger nationality, residence, the currency used to pay and the website used to book do not replace those tests.
The operated-by line can reverse the answer
Star Alliance itineraries often carry several flight numbers. A Toronto-Frankfurt ticket may display AC but say “operated by Lufthansa.” A Frankfurt-Toronto ticket may carry an LH code but be operated by Air Canada.
For statutory compensation, identify the company that performed or intended to perform the affected flight. Check:
- the operated-by line on the e-ticket;
- the boarding pass and aircraft operator;
- any reissued flight after disruption;
- each sector separately on a connected journey.
Air Canada Rouge is part of the Air Canada family, while Air Canada Express is a brand under which contracted carriers such as Jazz may operate. Do not infer the legal respondent from branding alone. The operating-carrier guide gives a document-by-document method.
One ticket can extend the protected destination
Consider Vienna-Toronto-Chicago on one Air Canada booking. The journey begins in the EU, so EU261 may assess the final ticketed destination and the ultimate arrival delay even though the last segment is outside Europe. If Toronto-Chicago was purchased separately, the EU contract may end in Toronto.
The reverse Chicago-Toronto-Vienna journey operated by Air Canada begins outside the EU. It does not become an EU261 case solely because the final airport is Vienna. APPR may still apply because the itinerary touches Canada.
A search engine displaying flights together does not prove one reservation. Compare ticket numbers, one PNR and through-checked baggage, but treat the actual contract as controlling.
APPR overlaps geographically, not automatically financially
Canadian APPR applies to flights to, from and within Canada, including connecting flights. It can therefore overlap with EU261 or UK261 on the outbound European direction. The systems use different cause categories, delay bands and remedies.
Do not add statutory amounts automatically. European law and APPR contain rules designed to avoid duplicate recovery for the same inconvenience. A passenger can still pursue distinct ticket, care and baggage losses where legally available.
Switzerland, Norway and Iceland
The EU261 territorial framework also applies in the EEA and Switzerland through related arrangements. Air Canada departures from Oslo, Reykjavik, Zurich or Geneva can therefore require a European passenger-rights analysis even though the airport is not in an EU member state.
Route operation changes seasonally. Confirm the actual ticket and date rather than relying on an old destination list.
What happens after a positive coverage result
Coverage only opens the door. Then check:
- the type of disruption;
- notice given for a cancellation;
- final-arrival delay;
- whether denied boarding was involuntary;
- the cause and reasonable measures;
- previous compensation under another regime;
- evidence and the correct deadline.
Use the delay guide or cancellation guide for those tests.
Examples that qualify and examples that do not
Covered EU departure
Air Canada operates Amsterdam-Toronto. A controllable technical event causes arrival more than four hours late. EU261 can apply because Amsterdam is the departure point, with APPR also relevant.
Canada-origin Air Canada flight
Air Canada operates Toronto-Amsterdam. A nine-hour controllable delay can support an APPR claim, but EU261 normally does not apply to this direction.
Canada-origin EU operator
Lufthansa operates Montreal-Frankfurt under an AC codeshare. The EU operator can bring the inbound flight within EU261, while APPR remains relevant because the flight leaves Canada.
Separate tickets
Air Canada operates Dublin-Toronto on one ticket, followed by a separately purchased flight to Winnipeg. EU261 may protect arrival in Toronto, but the separate Winnipeg ticket does not automatically become the European final destination.
FAQ
Does buying the ticket on an EU website create EU261 coverage?
No. Coverage depends on route, operator and booking structure, not the website or payment currency.
Is Air Canada an EU or UK carrier?
No. It is a Canadian carrier. That is why Europe-origin and Canada-origin journeys can have different EU261 or UK261 outcomes.
Does APPR apply to Air Canada flights departing Europe?
Yes, APPR applies to flights to, from and within Canada. The same journey may also be covered by EU261 or UK261, without duplicate compensation for the same inconvenience.
Does an AC flight number mean Air Canada operated the flight?
Not always. A codeshare can carry an AC marketing code while another airline operates the aircraft. Read the operated-by line.
Can a connection outside Europe remain within EU261?
Potentially, when the protected journey starts in Europe and all sectors form one reservation to the final destination.
Are the future EU claim deadlines already in force?
No. The reform adopted in July 2026 had a later application date. Current law still controls on 19 September 2026.
