United booked through an OTA or travel agent: who handles what?

Booker and operator have different jobs. Send EU261 or UK261 fixed compensation to the airline that actually operated the disrupted flight, even when Expedia, Booking.com, eDreams or another agent sold the ticket. For a US airfare refund, identify the merchant of record on the payment statement: DOT places refund responsibility on that airline or ticket agent.

A UA flight number does not prove United operated the sector. Read operated by on the original ticket. A United Express regional airline or Lufthansa codeshare can change the correct respondent and territorial coverage.

Fixed compensation bypasses the seller

EU261 and UK261 focus on the operating carrier. A covered Frankfurt-Newark flight operated by United can be claimed from United even if an OTA issued the ticket. The agent need not authorize the statutory claim.

Provide United with the PNR, ticket number, passenger name, operated-by evidence, disruption details and final arrival. If United says only the travel agent can act, ask whether it is refusing fixed compensation or merely unable to service the ticket.

An OTA can help collect documents, but it does not become the operating carrier by charging a service fee.

Who refunds the airfare under DOT?

For a cancelled or significantly changed flight to, from or within the United States, current DOT rules make the merchant of record responsible for a proper airfare refund. This is the entity whose name appears as the ticket charge on the card or bank statement.

If United appears as merchant, United owes the refund even though the booking began on an OTA site. If the agent appears, the agent is responsible. Ask the card issuer to identify the merchant if the statement shows both names ambiguously.

This merchant rule concerns airfare refund. It does not transfer disruption compensation from United to the OTA, and the agent is not responsible for airline ancillary-service refunds merely because it collected the fare.

EU cancellation assistance despite third-party booking

European Commission guidance states that where booking was made through a platform, the operating carrier still has to offer cancellation assistance, including ticket reimbursement and, where necessary, return travel. United cannot use the distribution channel to erase Article 8.

The practical payment flow can still involve the ticket issuer. Keep proof of price paid and ask each party to state its role. If United sends money to the agent, request the transaction reference and amount; if the agent deducts a fee, ask for the contractual and legal basis.

Schedule-change notice through an agent

Save when United notified the agent and when the agent notified you. Fixed cancellation compensation can depend on the 14-day notice framework. An itinerary silently changed inside an account is not the same evidence as a message delivered to the passenger.

Provide your own contact details in Manage My Trip where appropriate, without breaking the agency booking. Preserve screenshots before changes. If the agent entered an incorrect address, keep the booking form and confirmations.

Do not cancel voluntarily by mistake

When United cancels, use involuntary options. Clicking the OTA's generic "cancel booking" flow may apply fare conditions and cancellation charges. Ask for written confirmation that the airline cancelled or significantly changed the flight.

If you still want to travel, request rerouting rather than refund. An agent saying "only refund is possible" does not necessarily satisfy United's protected rerouting duty. Identify an available alternative and contact United's disruption desk.

Package and connected products

A flight sold with accommodation may be a legal package, a linked arrangement or merely separate services. The label on the website is not decisive. Preserve the organizer's identity, package certificate and terms.

EU261 or UK261 rights against the operating airline can coexist with organizer duties. Avoid duplicate recovery of the same hotel night or unused flight. Insurance, OTA guarantee and card protection are additional layers, not substitutes for identifying the operator.

A practical two-file method

Create an airline file containing:

  • operated-by entry;
  • disruption and final arrival;
  • rerouting and care requests;
  • EU261/UK261 compensation calculation.

Create a seller file containing:

  • invoice and ticket receipt;
  • card statement showing merchant;
  • refund election;
  • agency fee and correspondence;
  • amount received and outstanding.

Use the same chronology but different covering requests. This reduces circular referrals and makes escalation easier.

Example: OTA ticket from Heathrow

An OTA sells United's Heathrow-Chicago flight and appears as merchant of record. United cancels two days before departure. United remains responsible for UK261 rerouting, care and any fixed compensation. If the passenger abandons travel, the OTA can be responsible for the DOT airfare refund as merchant of record.

On a United-operated Chicago-Heathrow cancellation, UK261 fixed compensation normally does not apply. The merchant-of-record refund analysis still does.

FAQ

Can I claim United compensation directly after booking through Expedia?

Yes. Fixed EU261 or UK261 compensation is normally claimed from the operating carrier, not the seller.

Who is the merchant of record?

The airline or ticket agent whose name appears as the entity processing the airfare payment on your financial statement.

Can United tell me to seek rerouting only from the OTA?

The operating carrier retains covered cancellation duties. Ticket servicing may involve the agent, but that does not erase United's Article 8 role.

Does accepting an OTA refund remove fixed compensation?

Not automatically. Refund and statutory fixed compensation are separate, though clear settlement terms should be reviewed.

What if the OTA failed to send United's notice?

Preserve both timestamps and booking contact details. Notice evidence can affect cancellation compensation and may also support a service complaint against the agent.
