United Airlines 3-hour delay: how final arrival is measured
Three hours is normally the fixed-compensation threshold for an eligible United Airlines delay under EU261 or UK261, but the clock is tested at the final destination and stops when passengers are permitted to leave the aircraft. A three-hour delay on a United-operated journey beginning in the United States does not create European compensation by itself.

Check the route before calculating minutes. The strongest claim combines covered direction, one-booking evidence, accurate arrival time and a cause within the airline's responsibility.
The threshold is not a gate-departure rule
| Time record | Is it usually decisive? |
|---|---|
| Pushback from the origin stand | No |
| Take-off | No |
| Touchdown at final airport | Not by itself |
| Arrival at the stand | Useful, but not always the legal endpoint |
| First door opens and passengers may leave | Normally the key arrival marker |
A flight can recover much of its departure delay in the air. Conversely, a modest departure delay can become a qualifying arrival delay after holding, diversion or a missed connection.
Coverage comes before the stopwatch
Three hours matters only after the journey enters EU261 or UK261. United flights leaving Dublin, Paris, Frankfurt, Amsterdam or another covered European airport can qualify. United flights leaving Heathrow or another UK airport can qualify under UK261.
An isolated Newark-London or Chicago-Frankfurt journey operated by United usually remains outside fixed European compensation, even at six or ten hours late. If Lufthansa, SWISS, Austrian or another eligible carrier actually operated the inbound sector, assess that operator instead.
This route filter should be stated at the top of a claim. It prevents United from treating a covered European departure as an ordinary US customer-service request.
One booking moves the measurement to the last airport
When directly connecting sectors were issued together, the delay is normally measured at the ticket's final destination. A passenger flying Amsterdam-Washington Dulles-Raleigh might reach Dulles two hours late, miss the protected connection and reach Raleigh six hours late. Six hours is the relevant result if the itinerary is one continuous booking.
Separate tickets change the analysis. If Amsterdam-Dulles ends one contract and the passenger independently bought Dulles-Raleigh, the first journey's destination is usually Dulles. Missing the second ticket does not automatically convert its later arrival into United's EU261 delay.
C-561/20 confirms that a journey beginning in the EU can remain within the regulation when the decisive disruption happens on a later United sector between two US airports. Keep the original e-ticket showing all coupons together.
How to prove door-opening time
United's public status often reports arrival at the gate, while airport databases may show touchdown and block time. If the claim is comfortably over three hours, a small difference may not matter. At 2:58 to 3:05, collect stronger evidence:
- a timestamped message sent when the door opened;
- a photograph whose metadata records disembarkation;
- a contemporaneous note of the announcement and door used;
- airport or flight-tracking block time;
- United's operational record requested in the claim;
- statements from fellow passengers.
Write both scheduled and actual local date and time, including time zone. Overnight transatlantic arrivals and daylight-saving changes are common sources of arithmetic errors.
Exactly 3:00, 2:59 and 3:01
At three hours or more, the threshold can be met. At two hours 59 minutes, ordinary delay compensation is not payable merely by rounding. At three hours one minute, United should not subtract taxi time if the legal arrival event occurred later.
Do not add time spent collecting baggage or passing immigration. Arrival for fixed delay compensation generally occurs when passengers can leave the aircraft, not when they reach the arrivals hall.
The cause remains a separate defence. Crossing three hours does not turn extraordinary weather into an airline-controlled event.
Long-haul reduction between three and four hours
Most covered United services between Europe and the United States exceed 3,500 km. If rerouting or the delayed flight reaches the final destination between three and four hours late, the long-haul fixed amount can sometimes be reduced by 50%. Under EU261 that can mean EUR 300 rather than EUR 600; under UK261 the corresponding long-distance reduction can mean GBP 260 rather than GBP 520.
At four hours or more, the full long-haul band is generally the starting point. Short and medium-distance categories use their own reduction windows. Use the complete great-circle journey, not a sum of compensation awards for each segment.
Three hours is different from care and refund thresholds
Right to care starts according to departure waiting time and route distance. A long-haul passenger may receive meals and communications after four hours even if the aircraft later arrives only two hours late. Overnight waiting can require hotel accommodation and transport.
At five hours of departure delay, a covered passenger can choose not to travel and request reimbursement. This is a different clock and remedy. Someone who flies and arrives 2:50 late may have had care rights without fixed compensation; someone who arrives 3:20 late can have compensation despite a shorter origin wait.
The United five-hour delay guide explains the abandon-trip choice.
A precise claim calculation
Write a short chronology:
- Scheduled final arrival: date, local time and zone.
- Actual first-door opening: date, local time and zone.
- Difference without rounding.
- Initial departure and final destination on one booking.
- Operating carrier for the delayed sector.
- Cause communicated by United.
Attach the ticket and arrival evidence. If United answers with a landing time, point out that touchdown is not the governing arrival event. If it treats the US connection as unrelated, provide the single reservation and cite the complete-journey rule.
Example: Brussels-Newark-Cleveland
The traveller has one booking and United operates both sectors. Arrival at Newark is 90 minutes late. The connection is missed and the new flight reaches Cleveland at 22:12 instead of 18:55. Passengers may leave at 22:18, producing a delay of three hours 23 minutes. EU261 scope follows the Brussels start; Cleveland is the final destination; and the door-opening record clears the threshold.
On Cleveland-Newark-Brussels later in the week, the new journey begins in the United States. United's operation normally prevents EU261 fixed compensation, even if the Brussels door opens more than three hours late.
FAQ
Is United compensation due at exactly three hours?
It can be, provided the journey is covered and the other conditions are met. Do not round a shorter delay up to the threshold.
Is arrival measured at touchdown?
Usually no. The key event is generally when at least one door opens and passengers are permitted to disembark.
What if a US connection caused the final delay?
It can count when the directly connecting journey was one booking that began in the EU. Preserve the full ticket and final arrival proof.
Does immigration waiting count toward arrival delay?
No. The compensation clock normally stops at aircraft door opening, before immigration and baggage collection.
Can EUR 600 be reduced when arrival is 3 hours 30 minutes late?
On a qualifying long-haul journey, a 50% reduction may apply when final arrival remains under four hours late after rerouting or delay.
