Qatar Airways strike compensation: airline staff or external action?
A strike by Qatar Airways’ own staff can leave EU261 or UK261 fixed compensation payable because it is linked to the airline’s management and activity. A strike by air traffic control, airport security, border staff or an independent external workforce is more likely extraordinary. In every case Qatar Airways must prove who took action, how it caused the flight disruption and what reasonable rerouting or recovery measures were attempted.

Route scope comes first. A covered EU or UK departure can produce a claim; a Qatar-operated journey starting in Doha or Asia normally has no European fixed amount.
Strike classification
| Who takes industrial action? | Starting compensation analysis |
|---|---|
| Qatar Airways pilots or cabin crew | Internal; fixed compensation can remain due |
| Qatar Airways directly managed workforce | Internal control and negotiation evidence relevant |
| Airport security or border staff | External; can be extraordinary |
| Air traffic controllers | External; commonly extraordinary |
| Independent airport ground handler | Often external, but relationship and control need proof |
| Partner airline staff | Identify which operating flight and carrier were affected |
The word “strike” does not decide the case. Airline, employer, location and timing must be identified.
Internal action and airline control
Court of Justice case law has treated industrial action by an airline’s own staff as capable of falling within normal activity and control. A lawful strike is not automatically extraordinary. Management decisions, negotiations and operational recovery belong to the evidence.
Qatar Airways should state which employees acted, whether the dispute concerned the airline and what notice it had. A staff shortage is not necessarily a strike. If the airline uses “industrial action” as a broad label for crew unavailability, ask for the actual event.
Internal action can still be difficult to avoid, but the extraordinary-circumstances test is stricter than “the airline could not operate normally”.
External strike and reasonable measures
Air traffic control, airport security, border or independently managed ground-handler action can fall outside Qatar Airways’ control. The airline must nevertheless connect it to the flight and show reasonable measures.
Questions include:
- Was the departure or arrival airport directly affected?
- What time did the action start and end?
- Were minimum services operating?
- Could Qatar Airways use another airport, flight or partner?
- Did the passenger wait longer because of later aircraft or crew positioning?
An external strike can explain part of a delay without excusing all recovery time indefinitely.
Protected Qatar Airways journeys
EU261 can cover Qatar Airways departures from EU/EEA/Swiss airports. UK261 covers Qatar Airways departures from the UK. One continuous booking can carry final-destination analysis through Doha.
A Doha-London or Doha-Paris journey operated by Qatar Airways normally falls outside the fixed-payment regime even if an airline strike caused a severe delay. Contractual transport and Montreal damage remain separate possibilities.
If a partner operates under a QR number, direct the statutory claim to that operator. A British Airways strike should not be analysed as Qatar Airways staff action merely because Qatar sold the ticket.
Compensation, rerouting and care
If an internal strike causes final arrival at least three hours late on a covered long-distance journey, EUR 600 or GBP 520 can be the starting amount. The three-to-four-hour reduction can apply. Short-notice cancellation uses notice and replacement timing.
An external strike can remove fixed compensation, but it does not remove care. Qatar Airways must provide reasonable meals, communication, hotel and transport while a protected passenger waits. Cancellation still requires refund or rerouting.
Ask for partner alternatives. A broad disruption does not automatically justify leaving passengers for days where reasonable transport exists.
Advance strike notice
If industrial action is announced before travel, preserve the date Qatar Airways notified passengers and the alternatives offered. The fact that a strike was public does not make the passenger’s ticket voluntarily cancellable or remove statutory duties.
Do not cancel the booking yourself without checking consequences. A passenger cancellation can convert an airline disruption into fare-rule treatment. Ask Qatar Airways whether the flight remains scheduled and whether protective rebooking is available.
If the airline cancels, record the first notice. Fourteen days determines fixed-cancellation compensation, while refund or rerouting remains at any notice period.
Evidence file
Keep:
- Qatar Airways cancellation or delay notice;
- name of striking workforce or organisation;
- official airport, ATC or union notice where available;
- original and replacement itinerary;
- final door-opening time;
- alternatives requested;
- care provided and receipts;
- Qatar Airways explanation of reasonable measures.
News reports can establish context but should not replace the airline’s flight-specific proof. Use an official airport or ATC source where possible.
In correspondence, ask Qatar Airways to distinguish the industrial action from downstream operational recovery. The claim rejection guide provides a response structure.
Different scenarios
Qatar Airways cabin crew action delays Paris-Doha seven hours: EU261 covers the departure. Internal industrial action can leave EUR 600 payable.
UK air traffic control strike cancels London-Doha: UK261 fixed compensation may be excluded, but earliest rerouting and care remain. Qatar Airways must explain available alternatives.
Independent handler action in Doha delays Rome-origin connection: one protected EU booking can still be assessed to the final destination. Qatar Airways must prove external status, causation and mitigation.
Doha-Manchester delayed by Qatar Airways staff action: the Qatar-operated inbound direction normally has no UK261 fixed sum, though other rights can apply.
Passenger strategy during a strike
Confirm flight status through Qatar Airways’ live channels and keep contact details updated. Arrive as instructed unless the airline cancels or rebooks. At the airport, ask for written options and assistance.
If self-buying another flight becomes necessary, compare reasonable routes and ask Qatar Airways first. Keep screenshots and receipts. Separate replacement cost, care and fixed compensation in the later claim.

FAQ
Does a Qatar Airways staff strike count as extraordinary?
Not automatically. Action by the airline’s own workforce can remain within its activity and control.
Is an air traffic control strike extraordinary?
It commonly can be, but Qatar Airways must prove the strike caused the specific disruption and that reasonable measures were taken.
Do meals and hotel remain due during a strike?
Yes, on a protected journey. Care is independent of the fixed-compensation defence.
Should I cancel when a strike is announced?
Not without checking. Passenger cancellation can invoke fare rules; ask Qatar Airways for protective changes or wait for its operational decision.
Can a strike on a partner airline affect my claim target?
Yes. Identify the operator of the disrupted flight and send the statutory claim to that airline.
