Reply to the stated reason. Repeating the original message without addressing it rarely changes the result.
When the coverage refusal is correct
Qatar Airways is neither an EU nor UK carrier. A Qatar-operated Doha-Paris, Delhi-Doha-Frankfurt or Sydney-Doha-London journey normally falls outside EU261 and UK261 fixed compensation. A European destination, long delay and round-trip booking do not change that by themselves.
If those are the facts, do not insist on EUR 600 or GBP 520. Reframe the case around contractual refund/rerouting, proven Montreal Convention damage, baggage liability, insurance or package rights as appropriate.

When Qatar Airways’ nationality is not a defence
A Qatar Airways-operated departure from the EU, EEA, Switzerland or UK can be protected regardless of the airline’s nationality. If the rejection says only that Qatar Airways is non-European, identify the covered airport and cite the outbound scope.
Attach the original itinerary. On a Paris-Doha-Singapore booking, do not provide only the Singapore rebooking issued in Doha. The original Paris origin proves territorial coverage.
For a UK departure, use the current UK261 scope and sterling amount. Do not mix EU and UK rules in one demand.
Challenge an incorrect delay measurement
Qatar Airways may focus on the first segment or landing time. On one continuous reservation, fixed delay compensation is ordinarily measured at the final ticketed destination. Arrival is when a door opens and passengers can leave.
Build a table:

Redirect the fixed claim to the actual operator with the original evidence. Keep Qatar Airways or the issuing agent involved only for ticket servicing that belongs to them.
If Qatar Airways operated but says a partner is responsible merely because the partner marketed the service, attach the operated-by wording and ask Qatar Airways to reconsider.
Distinguish a partial payment from settlement
A meal reimbursement, ticket refund or voucher is not automatically payment of fixed compensation. A EUR 300 payment may be a lawful 50% reduction in a long-distance three-to-four-hour case, or it may be an underpayment when final arrival exceeded four hours.
Ask Qatar Airways to identify:

Attach the through ticket, reissue and arrival evidence. Keep care expenses in a separate schedule.
Escalate the right case
For an EU departure, the national enforcement body connected with the incident can review compliance. Its opinion or enforcement role does not always secure individual payment. For a UK departure, Qatar Airways’ UK notice points to the Civil Aviation Authority.
Court jurisdiction and limitation depend on the route and national law. The European Small Claims Procedure can be relevant in cross-border EU disputes where its conditions are met. A Qatar Airways inbound journey outside EU261 should not be sent to an EU body as though it were a covered fixed claim.
