Qatar Airways booked through an OTA or travel agent: who handles the claim?

Buying a Qatar Airways itinerary from an OTA or travel agent does not remove EU261 or UK261 rights against the airline that actually operated a protected disrupted flight. The seller may still control ticket reissue and return of money. Separate the operating carrier, marketing carrier, ticket issuer and card merchant, then send each part of the case to the party responsible for it.

One company can fill several roles, but never assume that the logo on the confirmation proves them all. Read the "operated by" line for each sector and the full e-ticket receipt.

Compensation follows the operating carrier

EU261 can cover a Qatar Airways-operated departure from the EU, EEA or Switzerland even when Expedia, Booking.com, eSky, Kiwi or a local agent sold it. UK261 can cover a Qatar Airways-operated UK departure. Submit the fixed disruption claim to Qatar Airways.

A Qatar Airways-operated itinerary that begins in Doha or Asia does not become EU261-covered because a European OTA sold it. Seller location, passenger nationality and payment currency do not reverse the departure rule.

Find the ticket and airline references

Save every 13-digit ticket number, coupon status and passenger name exactly as issued. Qatar Airways ticket documents commonly use its airline accounting prefix, but the complete receipt and issuing-carrier label are safer than relying on the first three digits alone.

An OTA reference may not open in Qatar Airways Manage Booking. Ask the agent for the airline PNR and e-ticket receipt, then save a screenshot of the itinerary from Qatar Airways showing each operator.

If the agent issued separate tickets, identify which segment appears on each document. Do not describe them as one through ticket merely because the agency displayed one itinerary.

Why the agent may process a refund

Qatar Airways' help centre directs customers whose tickets were purchased through a travel agent to contact that agent for ticket refunds. The issuer may need to return funds through the original settlement channel.

That servicing arrangement does not allow endless circular referrals. Ask the agent:

  • whether Qatar Airways authorised the refund;
  • current coupon status;
  • exact refundable fare and taxes;
  • deductions and contractual agency fee;
  • payment method and processing date.

Ask Qatar Airways to confirm the disruption, elected remedy and whether it released the ticket value. Send each answer to the other party if their positions conflict.

Statutory rerouting versus an agency change

Qatar Airways may rebook a disrupted flight while the OTA portal continues showing the old schedule. Confirm the live ticket with the operating airline before going to the airport.

If the passenger wants statutory earliest rerouting, avoid an agency reissue coded as a voluntary change with a fare difference. Ask the agent to record that the carrier caused the disruption and that any reissue is involuntary.

Protect the whole journey, including partner segments and return flights. Save old and new ticket numbers and ask whether baggage remains through-checked.

Cancellation notice sent to the OTA

Fixed compensation can depend on when cancellation information reached the passenger. Qatar Airways may say it notified the booking contact more than fourteen days before departure, while the OTA forwarded the message later.

Keep the original booking form showing the passenger's email and phone, Qatar Airways transmission details, the agent's receipt time and the actual notice delivered. A schedule visible in an account does not by itself prove effective communication.

Request message logs from both organisations. Do not alter timestamps or rely only on memory of an app notification.

OTA self-transfer guarantees

Some platforms combine independent flights and sell a commercial connection guarantee. That promise may pay for a missed onward flight, but it does not automatically merge separate tickets into one protected final-destination journey under EU261 or UK261.

Compare ticket numbers, PNRs, baggage instructions and check-in rules. If the passenger must collect bags and check in again, that is a warning sign, though the ticket documents remain decisive.

For separate tickets through Doha, Qatar Airways may owe remedies only for disruption of its own covered flight, not the loss of an independent onward booking. Use the Doha self-transfer guide before stating the final arrival claim.

Agency fees and withheld money

Ask for a component breakdown rather than arguing over one net number. Separate airline fare, carrier surcharge, government taxes, seat or baggage products, original booking fee and new cancellation fee.

An agency may have earned an original service fee under its contract. That is different from retaining airline ticket money after a carrier cancellation without an explained basis. Preserve the terms accepted at purchase.

If the OTA offers only store credit, state whether the passenger elected statutory money reimbursement. Do not click "cancel booking" in the portal if Qatar Airways already cancelled the flight; it can change the record from involuntary to voluntary.

Card disputes should be controlled

A chargeback can be relevant when the merchant fails to return money for a cancelled service, subject to card law and deadlines. It is not the first step while rerouting or an authorised refund is still processing.

Before escalating, make a dated written demand and obtain responses from Qatar Airways and the agent. Dispute only the unpaid amount. Do not retain a completed refund, voucher and chargeback for the same ticket value.

Fixed compensation should still be claimed from the operating carrier rather than converted into a card dispute over the original fare.

Evidence file and submission

Gather the agency confirmation, terms, airline PNR, every ticket number, payment statement, operators, original and replacement itinerary, disruption notice, final arrival and both case numbers. Add a short table assigning each requested remedy.

Examples

Expedia sells Paris-Doha-Bangkok on one Qatar Airways ticket: Qatar operates from the EU and causes a protected long delay. Compensation goes to Qatar Airways; Expedia may process a chosen ticket refund.

Booking.com sells a QR-coded British Airways flight from London: verify the aircraft and crew. If British Airways operates, it normally receives the UK261 claim.

Kiwi combines Warsaw-Doha and a separate onward ticket: the platform guarantee and statutory final-destination protection are different. Analyse both documents before claiming the second fare.

Qatar Airways and agent blame each other for refund: request coupon status, authorisation and fund location from both, then escalate the evidenced contradiction rather than opening repeated claims.

No. A covered claim follows the operating carrier, regardless of the sales platform.
