EU261: protected departures and final destinations
EU261 applies to Qatar Airways departures from EU airports regardless of the airline’s nationality. The corresponding departure protection extends in practice to Iceland, Norway and Switzerland.
On one reservation, a journey such as Frankfurt-Doha-Bangkok can be assessed to Bangkok. A missed connection in Doha does not cut off protection merely because the later segment is outside Europe. Independent tickets usually have separate final destinations.
EU261 can provide fixed compensation, care, reimbursement or rerouting and downgrade reimbursement. The fixed sum still depends on disruption severity, notice, cause and any reduction window.

UK261: Qatar Airways leaving the UK
UK261 protects Qatar Airways-operated departures from London, Manchester, Edinburgh or another UK airport. A continuous UK-Doha-Australia itinerary can use final arrival in Australia when all segments form one booking.
The current fixed bands are GBP 220, GBP 350 and GBP 520. Care, refund and rerouting are separate. Qatar Airways-operated inbound travel from Doha normally lacks UK261 because Qatar Airways is not a UK or EU carrier.
Operator identity can reverse that outcome. A British Airways-operated Doha-London service should be assessed as a UK-carrier arrival. The QR code alone does not make Qatar Airways responsible for the partner operation.
Montreal Convention: actual damage, not a consolation prize
The Montreal Convention governs many international carriage claims. For passenger delay, the current liability limit is 6,303 SDR per passenger. That figure is a ceiling for proven damage, not an automatic payment.
A claimant should show:
- an international carriage contract;
- actual financial loss;
- a direct causal link to the delay;
- reasonable steps taken to reduce the loss;
- timely court action within the Convention’s two-year period.
Qatar Airways can defend a delay claim by showing that it and its agents took all reasonably required measures or that such measures were impossible. The factual contest differs from EU261’s fixed-compensation framework.
Baggage belongs in the Montreal section
Delayed, lost and damaged checked baggage has a current limit of 1,519 SDR per passenger. Report the problem at the arrival airport and obtain a file reference. Written damage notice is generally required within seven days of receipt; baggage-delay notice within twenty-one days.
Keep the bag tag, boarding pass, Property Irregularity Report, purchase receipts, photographs and proof of ownership. Reasonable essentials bought during baggage delay should be itemised.
A flight delay claim and a baggage claim can coexist because they compensate different harm. Do not merge them into one unexplained total.
Qatar Airways’ conditions and ticket remedies
The airline’s conditions describe rerouting or refund after cancellation, delay, failure to provide confirmed space or a protected missed connection. These contractual options can matter on an inbound journey excluded from EU261 and UK261.
Qatar Airways’ help centre separates refund/voucher, refund tracking, missing baggage and Feedback & Concerns. Select the channel that matches the remedy. A general complaint should not replace a baggage report, and a refund request should not conceal a fixed compensation claim.
Travel-agent tickets add another role: the issuing agent may process fare repayment, while Qatar Airways responds for its operation and carriage obligations.
How the systems combine on a covered journey
Suppose Paris-Doha-Sydney is one Qatar Airways booking and arrival in Sydney is ten hours late because of an ordinary technical fault.
- EU261 can produce EUR 600 per eligible passenger.
- Reasonable meals and hotel costs can be reimbursed as care.
- Additional proven delay damage may be considered under Montreal, without duplicate recovery.
- Delayed baggage would be a separate Montreal baggage file.
Now reverse the route. Sydney-Doha-Paris operated by Qatar Airways normally has no EU261 fixed amount. Montreal damage, baggage liability, contract and refund options remain possible.
Which deadline applies?
EU261 and UK261 court limitation periods depend on the relevant national law; there is no single current worldwide filing period. The Montreal Convention generally extinguishes court action after two years. Baggage has much shorter written-notice periods.
The EU reform adopted in 2026 includes a future claim procedure, but the Council states that the new framework enters into force only twelve months and twenty days after Official Journal publication. Its future nine-month step is not current law on 16 August 2026 and is not the Montreal two-year court deadline.
