Which rules can apply to seat, baggage or meal not provided
For seat, baggage or meal not provided, Pegasus Hava Tasimaciligi A.S. is a Turkish carrier, not an EU or UK carrier. That carrier status makes direction central to seat, baggage or meal not provided, ahead of website language, nationality or purchase currency.
| Flight pattern | Starting point for the legal test |
|---|---|
| EU or EEA airport to Turkiye, operated by Pegasus | EU261 can apply because the flight departs the protected territory |
| Turkiye to an EU or EEA airport, operated by Pegasus | EU261 normally does not apply merely because this is the return; examine SHY-YOLCU |
| UK airport to Turkiye, operated by Pegasus | UK261 can apply to the UK departure |
| Turkiye to the UK, operated by Pegasus | UK261 normally does not apply because Pegasus is not a UK carrier; examine Turkish rules |
| Domestic Turkiye or an international Pegasus flight to or from a Turkish airport | SHY-YOLCU can be relevant, subject to its event and procedure rules |
For seat, baggage or meal not provided, EU261 uses EUR 250, EUR 400 and EUR 600 bands after coverage, timing and cause are established. Turkish rules for seat, baggage or meal not provided use EUR 100 domestically and EUR 250, EUR 400 or EUR 600 internationally, converted at the Central Bank selling rate on payment day.
For seat, baggage or meal not provided, the Turkish amendment published on 10 December 2024 added an express rule for final-arrival delays of at least three hours caused by technical or operational reasons. In a review of seat, baggage or meal not provided, it directs the carrier to perform the duties in Articles 8 and 9; it did not turn every late flight anywhere in the world into a valid claim.
Where both systems appear relevant to seat, baggage or meal not provided, record any payment already made and do not promise duplicate fixed awards for the same disruption.
Identify the exact ancillary service that failed
A seat-number change within the same single-cabin product is not a generic cabin downgrade. The request usually concerns the purchased seat feature or ancillary fee.
For baggage, show the purchased allowance and any duplicate airport charge. For a meal or media product, retain the receipt, order and onboard confirmation that it was unavailable.
A service refund can coexist with flight compensation when a qualifying disruption also occurred. List them separately so one small refund is not treated as full settlement.
Worked example
Pegasus moves a passenger from a paid extra-legroom seat to a standard seat and provides no equivalent. The passenger claims the seat fee, not an invented business-to-economy percentage.
For seat, baggage or meal not provided, substitute the passenger's real airports, operators, timings and offers.
Contractual money and statutory compensation are different
For seat, baggage or meal not provided, first identify base fare, taxes, service fees, points and paid extras. A contractual refund for seat, baggage or meal not provided follows the booking terms, while a fixed award requires an airline-side event within an applicable regime.
For seat, baggage or meal not provided, do not turn voluntary cancellation or non-attendance into an EU261 claim. Conversely, if Pegasus cancelled or substantially changed the service before seat, baggage or meal not provided, compare statutory refund and rerouting before accepting a voluntary fare-rule transaction.
Any care costs, replacement travel and ancillary refund connected with seat, baggage or meal not provided should be itemised. Clear allocation for seat, baggage or meal not provided prevents a small service credit from being mistaken for settlement of every request arising from the journey.

- naming Pegasus without checking who operated every segment.

FAQ about seat, baggage or meal not provided
Is a different Pegasus seat a cabin downgrade?
Usually not. Pegasus sells a single-cabin low-cost product, so focus on the paid seat feature and fee actually lost.
Can an ancillary refund coexist with delay compensation?
Yes, if the service was not supplied and the flight independently satisfies a compensation regime; itemise both requests.
Does a Pegasus-operated return from Turkiye automatically fall under EU261 for seat, baggage or meal not provided?

Potentially yes. For seat, baggage or meal not provided, reasonable care or replacement costs have a different function from fixed compensation and must be proved separately.
