For eU261 or SHY-YOLCU, Pegasus Hava Tasimaciligi A.S. is a Turkish carrier, not an EU or UK carrier. That carrier status makes direction central to eU261 or SHY-YOLCU, ahead of website language, nationality or purchase currency.

For eU261 or SHY-YOLCU, EU261 uses EUR 250, EUR 400 and EUR 600 bands after coverage, timing and cause are established. Turkish rules for eU261 or SHY-YOLCU use EUR 100 domestically and EUR 250, EUR 400 or EUR 600 internationally, converted at the Central Bank selling rate on payment day.
For eU261 or SHY-YOLCU, the Turkish amendment published on 10 December 2024 added an express rule for final-arrival delays of at least three hours caused by technical or operational reasons. In a review of eU261 or SHY-YOLCU, it directs the carrier to perform the duties in Articles 8 and 9; it did not turn every late flight anywhere in the world into a valid claim.
Where both systems appear relevant to eU261 or SHY-YOLCU, record any payment already made and do not promise duplicate fixed awards for the same disruption.
Apply the territorial rules in the right order
Begin with the airport where the protected journey started. Pegasus being a Turkish carrier does not remove EU261 from an EU or EEA departure.
The reverse direct flight from Turkiye to the EU does not gain EU261 protection merely because it is the return half of an EU-origin round trip. Turkish passenger rules may still need review.
Where both systems appear relevant, identify the remedy already paid and the loss it addresses. Do not promise two fixed awards for the same event without a conflict analysis.
Worked example
A passenger buys Brussels-SAW-Brussels in one purchase. The outbound Pegasus operation can fall under EU261 because it leaves the EU; the direct return is generally outside EU261 but can fall within SHY-YOLCU.
For eU261 or SHY-YOLCU, substitute the passenger's real airports, operators, timings and offers.
Compensation, refund, rerouting and care are separate
For eU261 or SHY-YOLCU, fixed compensation addresses a qualifying disruption; it is not the ticket price. For eU261 or SHY-YOLCU, reimbursement replaces unused transport, rerouting provides substitute travel, and care covers proportionate waiting needs.
