How to escalate an Oman Air complaint to the Oman CAA

Complain to Oman Air in writing before approaching the Oman Civil Aviation Authority, then submit the airline complaint, response and supporting travel evidence. Regulation 757/2024 says a carrier decides within 15 working days and permits a CAA complaint within 60 working days after rejection. The current CAA FAQ instead tells passengers to obtain a written airline response within 30 days. Because the official sources differ, preserve dates and follow the live CAA filing instructions rather than relying on one automatic calendar date.

CAA escalation is most relevant to rights under Oman's passenger regulation. An EU-origin claim may also have a national enforcement or court route in the departure country; a Heathrow case follows UK complaint channels. Select the authority connected to the governing law.

Confirm Oman jurisdiction

Regulation 757/2024 covers departures from Oman. It conditionally covers flights arriving in Oman on a national carrier where the passenger has not already received compensation or assistance under departure-country rules.

Do not ask the Oman CAA to award EUR 600 under EU261 without first explaining why Oman is the appropriate forum. The Oman passenger-rights guide maps Article 2.

First complaint to Oman Air

Submit through Oman Air's feedback form and retain a complete copy. State passenger names, booking, first departure, final destination, operating carrier, event, timing, legal basis, amount and requested remedy.

Attach the e-ticket, boarding passes, cancellation or delay messages, rerouting, arrival evidence and receipts. For an inbound national-carrier case, include any complaint to the departure-country carrier or authority and identify assistance already received.

Ask for a written decision. A telephone discussion can help during disruption, but it is weak proof of the later complaint date and reasoning.

Resolve the 15-day and 30-day wording carefully

Article 44 of the regulation says the air carrier must decide a complaint within 15 working days from submission. Failure to decide is treated as rejection. The same article gives 60 working days after rejection to complain to the competent authority.

The CAA's current FAQ says a complaint must first be lodged with the airline in writing and that the airline should provide a written response within 30 days. It asks the passenger to attach that response to the CAA complaint.

These periods are not identical, and “working days” differs from calendar days. A prudent passenger should:

  1. Save the exact Oman Air submission timestamp.
  2. Retain the acknowledgement and case number.
  3. Chase a written decision after the regulatory period.
  4. Check the CAA portal's current acceptance instructions.
  5. File promptly once the procedural requirement is met.
  6. Explain the timeline and cite Article 44 if silence is the issue.

Do not wait close to the two-year outer limit while debating the inconsistency.

Documents for the CAA file

Prepare one indexed PDF set or clearly named attachments:

  • identity and contact details requested by the portal;
  • passenger names and authority for other adults;
  • booking confirmation and e-ticket receipt;
  • original and replacement boarding passes;
  • Oman Air complaint and all attachments;
  • submission acknowledgement and case reference;
  • Oman Air decision or proof of silence;
  • final arrival, cancellation notice or denied-boarding record;
  • expense receipts and care requests;
  • calculation of OMR compensation or other remedy;
  • evidence of departure-country compensation or assistance for inbound travel.

Avoid duplicating the same screenshot in multiple files. Explain what each attachment proves.

What the complaint should ask the CAA to decide

Frame numbered questions. For example: Does Article 24 apply to a Muscat-origin delay exceeding six hours? Did Oman Air prove force majeure under Article 42 and the annex? Was required care under Articles 38-39 supplied? Is the OMR 260 long-distance amount due after the actual rerouting time?

If the dispute concerns a cabin downgrade, state the paid fare, lower cabin booking designator and calculation under Article 34. If it concerns codeshare, name both operating and marketing carriers and cite Article 5.

The Authority can assess compliance more effectively when the passenger identifies a concrete provision rather than simply saying the trip was unacceptable.

Escalating a refusal based on force majeure

Attach Oman Air's exact reason. Request evidence of the event, its location and time, causal link to the flight and measures taken. The regulation's annex lists many possible events, but a listed category still needs factual application.

Separate fixed compensation from care. Even if a storm defeats OMR payment, Oman Air may still owe meals or a limited hotel response. State each unresolved duty separately.

Other escalation routes

The Oman CAA route does not erase contractual or judicial remedies. Article 45 contains a two-year limit for claims and complaints under the regulation. The Montreal Convention also has a two-year action period for covered international claims, while baggage written notice can be much shorter.

For an EU departure, national enforcement bodies can examine Regulation 261 compliance; individual recovery may still require ADR or court. For UK departures, verify Oman Air's current ADR participation and PACT availability through the UK CAA after completing the airline complaint.

Avoid simultaneous inconsistent demands in several currencies. Disclose earlier outcomes and prevent double recovery for the same item.

What if Oman Air never replies?

Article 44 treats failure to decide as rejection. Document silence and ask the CAA how to satisfy its FAQ request for a written response.
