Which Lufthansa flights are covered by EU261?
Short answer: EU261 covers every Lufthansa journey departing an EU or EEA airport and qualifying Lufthansa-operated journeys arriving there from a third country. Lufthansa's status as a Community carrier gives inbound protection that non-EU partners do not share. The operating airline and final destination must be verified on every codeshare and connecting itinerary.

Article 3 in practical terms
EU261 applies to:
- passengers departing an airport in the EU or EEA, regardless of airline nationality; and
- passengers departing a third country for an EU or EEA destination on a Community carrier, where equivalent benefits have not already been provided in that third country.
Lufthansa holds an EU operating licence. That gives these common results:

The last row should not be treated as automatically covered simply because the connection is in Germany. Where both origin and final destination are outside the EU, the structure of the booking, individual sectors and current case law require specific analysis.
Codeshare changes the inbound answer
The LH number, Lufthansa website and Lufthansa ticket stock do not identify the operating air carrier conclusively. The boarding pass may say "operated by United Airlines," "operated by Air Canada" or another partner.
Compare:
- New York to Frankfurt, Lufthansa-operated: inbound EU261 limb can apply;
- New York to Frankfurt, United-operated under LH code: United is not a Community carrier, so the inbound limb generally does not apply;
- Frankfurt to New York, United-operated: EU departure is covered regardless of operator nationality;
- Toronto to Munich, Air Canada-operated: Canadian rules may apply, but inbound EU261 generally does not.

Connecting journeys from the EU
A one-ticket journey beginning in the EU can remain protected to a final destination outside the EU, including a connection in a third country. The relevant delay is at the final destination when the segments form one booking and the legal conditions are met.
Example: Paris to Frankfurt to Bangkok, one Lufthansa booking. The Frankfurt departure is disrupted and Bangkok is reached eight hours late. The journey began in the EU. Distance and arrival are assessed to Bangkok, making the EUR 600 band relevant.
Example: Dublin to Frankfurt to Cape Town. The Dublin feeder is late, the connection is missed and Cape Town arrival slips one day. EU departure and one booking support end-to-end assessment even though the first segment itself was short.
Separate tickets normally create separate destinations. A passenger who buys Rome to Frankfurt and Frankfurt to Seoul independently should not assume Rome-origin protection extends to Seoul. Through baggage, one e-ticket and a protected connection are important evidence.
Journeys arriving in the EU
When the Lufthansa-operated journey starts outside the EU and ends inside it, inbound coverage is a major advantage. The claim can reach delay at the EU final destination on one booking.
Toronto to Frankfurt to Rome, both sectors under one Lufthansa booking, can be assessed at Rome. If the Toronto flight is operated by Lufthansa and causes the missed connection, Community-carrier status supports Article 3(1)(b).
Where the first flight is partner-operated and the second is Lufthansa-operated, identify which flight caused the loss and who is the operating carrier against whom the claim is directed. Mixed-carrier connecting cases can be legally technical. Do not state that Lufthansa owes merely because it issued the ticket.
UK and Switzerland
The United Kingdom is outside the EU legal territory. UK261 governs UK departures and certain arrivals, using GBP. A UK to EU Lufthansa journey can overlap with EU inbound wording, but duplicate payment is not available. Start with the Lufthansa UK261 comparison.
Switzerland participates in the European passenger-rights system through its aviation arrangements. It is not an EU Member State, so route category and enforcement should be stated carefully rather than using political shorthand.
Passenger and fare requirements
The passenger normally needs a confirmed reservation and must present for check-in as instructed, no later than 45 minutes before departure where no other time is stated. Cancellation cases do not use check-in presentation in the same way.
EU261 excludes travel free of charge or at a reduced fare unavailable to the public. It expressly includes tickets issued under frequent-flyer or other commercial programmes. A normal Miles & More award is therefore not excluded merely because miles paid the fare.
An infant travelling entirely free without a seat, boarding pass or reservation may be outside. Staff travel and private concessions require their own analysis.
Equivalent benefits and duplicate recovery
Article 3(1)(b) refers to passengers who have not received benefits, compensation and assistance in the third country. A payment under Canadian APPR or another local regime should be disclosed. It may affect whether and how EU recovery proceeds.
Do not assume every local meal voucher removes EU261. The nature and equivalence of the benefit matter. Record what was paid, why and under which rule. Seek only lawful non-overlapping recovery.
Evidence for coverage
Keep the full e-ticket, not just one boarding pass. It should show origin, connections, final destination, ticket number and marketing codes. Add the "operated by" line for each flight, rebooking history and proof that the itinerary was one reservation.
In the claim, state the Article 3 basis in one sentence. For example:
The Toronto-Rome journey arrived in the EU and the disrupted inbound sector was operated by Deutsche Lufthansa AG, a Community carrier, so Article 3(1)(b) applies.
Then move to delay, cause and amount. Coverage should not consume the whole submission.
