Lufthansa booked through an OTA or travel agent: who handles what?
Short answer: booking Lufthansa through an online travel agency does not remove EU261 or UK261 rights. Send fixed compensation and disruption-care claims to the operating airline. Use the ticketing agent or merchant for voluntary booking service and, where necessary, the payment path, while keeping Lufthansa responsible for refund or rerouting duties created by its cancellation.

Enter your route, date and type of disruption. We will check whether your case qualifies for a claim under EU 261/2004 or UK261.
What happened to your flight?
Claim up to €600 for a delayed or cancelled flight.
Choose the situation that applies to your flight:
An OTA, package organiser and card merchant can have different legal roles. Identify the transaction before accepting either side's instruction to contact the other.
Responsibility map
| Problem | Primary route | Why |
|---|---|---|
| Lufthansa-operated flight arrives three hours late | Lufthansa | operating-carrier compensation duty |
| Lufthansa cancels and passenger needs rerouting | Lufthansa disruption channel | Article 8 transport obligation |
| agency entered wrong passenger details | agency | booking-service performance |
| voluntary passenger date change | ticketing agent shown on receipt | agent controls ticket servicing |
| cancelled-ticket money held by merchant | merchant plus Lufthansa record | payment flow must be traced |
| flight included in a package | organiser and operating airline | package duties coexist with passenger rights |
Do not combine all complaints into one generic message. Assign each requested remedy to the party legally and practically able to provide it.
Find the operator, issuer and merchant
Three details answer most disputes:
- Operating carrier: shown by “operated by” for each flight.
- Ticket issuer or servicing agent: visible on the e-ticket receipt and agency confirmation.
- Merchant of record: shown on the card or bank statement.
Lufthansa may operate the flight even when an OTA issues or services the ticket. Conversely, an LH code can be performed by a partner, changing the regulatory claim target.
Ask the agency for the 13-digit e-ticket number, fare breakdown, ticket status and reservation code used by Lufthansa. The agency's internal order number is not enough at an airport.
Fixed compensation goes to the operator
EU261 and UK261 place delay, cancellation and denied-boarding duties on the operating airline. An agency did not fly the aircraft and does not become liable for EUR 250–600 merely because it sold the booking.
Submit Lufthansa's Feedback form directly where Lufthansa operated the affected service. Attach the e-ticket and boarding pass and identify that an intermediary made the sale. Compensation can be paid to the passenger rather than routed through the original card, subject to identity and authority checks.
If another airline operated an LH codeshare, direct the fixed claim to that carrier. The operating-airline guide explains this threshold.
Cancellation notice through an agent
The Court held in Krijgsman that the operating carrier bears the burden of proving timely cancellation notice, even where an intermediary failed to pass information to the passenger. Lufthansa may have contractual recourse against the intermediary, but that does not automatically deprive the passenger of fixed compensation.
Preserve when the passenger actually received notice. Save email headers, account messages and agency chat. If the agency changed its dashboard silently, ask both parties for transmission logs.
Provide accurate contact details to Lufthansa where possible. An anonymised relay email or agency phone number can obstruct urgent rebooking, although it does not rewrite the carrier's legal burden.
Refund after Lufthansa cancels
The passenger has an Article 8 choice between reimbursement and rerouting. Lufthansa remains responsible for making that choice available, while the practical refund may travel through the original ticketing or payment chain.
Avoid duplicate requests. First establish:
- whether Lufthansa marked coupons refunded or merely authorised repayment;
- whether funds went to the agency's account or original card;
- what amount covers fare, taxes and carrier surcharge;
- whether the OTA deducted a contractual service fee;
- whether a chargeback is already open.
If Lufthansa says it paid the agency, request payment date, amount and transaction reference. Then require the agent to account for the money. If the agent says Lufthansa has not authorised the refund, ask for the ticket status and written response it received.
Agency service fees are not automatically part of EU261 reimbursement. Their treatment depends on who levied them, whether they form part of the airline ticket price and the agency contract.
Rerouting should not wait for the OTA
At the airport, Lufthansa as operating carrier should address immediate rerouting and care. A passenger should not be left without transport because the agency's office is closed.
Ask Lufthansa to protect the entire ticketed itinerary at the earliest opportunity. If ticket control prevents reissue, document the attempted solution and contact the agency in parallel. Do not accept a refund if the intention is to preserve onward-carriage rights.
Where Lufthansa fails to provide reasonable rerouting, a proportionate self-bought alternative may be recoverable. The evidence threshold is explained in the replacement flight and train guide.
OTA cancellation initiated by the passenger
A passenger asking an agent to cancel a valid Lufthansa booking is not the same as Lufthansa cancelling the flight. Fare conditions and agency fees govern the voluntary transaction; EU261 does not create fixed compensation or a full refund merely because travel plans changed.
Read the instruction before confirming. Some interfaces use “cancel” for a refund quote and others execute immediately. Preserve the displayed amount and terms.
If Lufthansa later cancels after the passenger already voluntarily cancelled, the regulatory position can depend on coupon status and timing. Do not rewrite the sequence; submit the exact chronology.
Packages and linked arrangements
When flights form part of a package, the organiser has duties under package-travel law to perform the package, assist travellers and address significant changes. Those duties can coexist with a claim against Lufthansa as operating carrier.
The passenger cannot recover the same hotel, replacement flight or price twice. Tell the organiser and Lufthansa what each has already provided. A package organiser's refund may include accommodation and services beyond the airline ticket, while EU261 addresses carriage choices and fixed sums.
Confirm whether the product is legally a package rather than assuming that two items displayed on one website qualify.
Chargebacks and travel insurance
A card chargeback is a payment remedy, not a substitute for analysing Article 8. It can be useful where the merchant retains money, but simultaneous processes can produce reversal or duplicate-payment disputes.
Travel insurance may cover separate-ticket connections, non-refundable events or insolvency risks. Insurers usually require proof of what Lufthansa and the agency refused. Preserve all decisions.
Disclose compensation carefully: fixed EU261 payment is not always indemnity for a specific insured loss, while ticket or hotel reimbursements usually overlap directly.
Evidence file and escalation
Keep the OTA confirmation, Lufthansa itinerary, e-ticket receipt, operating-carrier line, card statement, cancellation notice, chats and refund records. Create a table showing which party was asked for which remedy and its response.
For Lufthansa, use the claim-form guide and request a case reference. For the agent, use its formal complaint process and identify the merchant transaction. If package law applies, write separately to the organiser.
Do not allow a circular referral to consume the claim deadline. A protective Lufthansa claim can be filed while the refund payment path is being investigated.
FAQ
Can I claim Lufthansa compensation directly after booking through an OTA?
Yes, when Lufthansa operated the disrupted flight; attach the agency-issued e-ticket and passenger evidence.
Who should return money after Lufthansa cancels?
Lufthansa owes the regulatory reimbursement choice, while payment may pass through the ticket issuer or merchant; trace both ticket status and funds.
Is Lufthansa responsible when the agent did not forward cancellation notice?
The operating carrier retains the burden of proving timely notice and may seek recourse from the intermediary separately.
Must I wait for an OTA to reroute me at the airport?
No. Ask the operating carrier for immediate Article 8 rerouting and care, while contacting the ticketing agent if reissue control requires it.
Can I claim from both a package organiser and Lufthansa?
Different duties can coexist, but the same ticket, hotel or other loss cannot be reimbursed twice.
