Why Delta's nationality does not block an outbound claim
UK261 covers departures from a UK airport on any airline. Delta therefore has statutory obligations when it operates from Heathrow or another UK point. The passenger does not need British citizenship and need not have purchased the ticket in sterling.
Inbound coverage is narrower. Delta is neither a UK nor an EU carrier, so its direct US-UK operation usually lacks fixed UK261 protection. Virgin Atlantic, Air France or KLM operation may produce a different result under the inbound carrier test.

Delay compensation from the UK
A qualifying delay generally requires arrival at the ticketed final destination at least three hours late. Door opening is the relevant arrival event, and a one-booking connection beyond the first US airport can move the endpoint.

Long-distance arrival within the reduction window can lower the fixed amount by 50%. The airline can also defeat compensation by proving extraordinary circumstances and reasonable measures.
Care is separate. Food, communication, hotel and transport can be due according to the wait even when the ultimate arrival is under three hours.
Cancellation from a UK airport
Delta must offer reimbursement or rerouting after a protected cancellation. Fixed compensation depends on notice and replacement timing. Notice at least fourteen days ahead normally removes the cash band, but it does not remove the transport choice.
With notice between seven and fourteen days, Delta can avoid fixed compensation through sufficiently close rerouting. A tighter window applies when notice is under seven days. Ask for the original message timestamp and compare both replacement departure and arrival.
If Delta relies on weather or air traffic control, refund or rerouting and care still remain. Do not let an extraordinary-circumstances response close all remedies.
Connections through Atlanta, JFK or another US airport
When a single ticket runs from London through a US gateway to a final city, final arrival can determine delay compensation. Show the complete reservation and any replacement coupons. A response that looks only at London-Atlanta may miss several hours caused by the lost onward connection.
US immigration and baggage procedures can reduce connection margin, but a passenger still must show they followed required formalities and presented for the onward flight. A delay caused solely by the passenger's own late processing is not the same as a protected misconnection.
Separate tickets are riskier. If the Delta booking ends at New York and another airline ticket begins later, UK261 does not ordinarily make Delta responsible for the second contract.

Delta, Virgin Atlantic and the operating carrier
Delta and Virgin sell many transatlantic services under reciprocal codes. A DL number can be operated by Virgin, and a VS number can be operated by Delta. UK261 liability follows actual operation for the statutory claim.
On London-US departures, both Delta and Virgin operations can be covered, but send the claim to the correct operator. On US-London travel, Virgin's UK status can create inbound coverage that Delta operation lacks.
Airport staff, ticket issuer and operating carrier may each handle different tasks. Keep fixed compensation separate from an eCredit, fare reissue or missing SkyMiles request.
Five-hour refund choice and Delta's six-hour language
At a UK departure delay of at least five hours, a passenger can choose not to travel and request reimbursement, with a return flight where the journey no longer serves its purpose. Someone who continues instead tests final-arrival compensation.
Delta's general disruption policy currently uses six hours for many international significant changes. That commercial and DOT-related threshold does not postpone the statutory UK five-hour option.
Tell Delta that the request arises under UK261. If an app presents only eCredit, request the cash reimbursement route before accepting.
Extraordinary events versus internal causes
Severe weather, airport closure, security restrictions and external air traffic decisions can be extraordinary. Delta must still connect the event to the flight and show reasonable mitigation. A vague reference to conditions elsewhere is insufficient.
Ordinary technical faults and many internal workforce issues normally remain within airline activity. The legal classification is fact-specific, so request the precise operational cause rather than guessing from a delay code.
Even a successful extraordinary defence does not remove mandatory care during the protected wait.
How to file and escalate
Delta's European compensation page includes a United Kingdom rights notice and points the passenger into its feedback process. Submit the ticket number, confirmation, full itinerary, operating carrier, event, final arrival and requested sterling amount.
If Delta does not resolve the complaint, UK escalation depends on its current approved alternative-dispute-resolution participation and the CAA pathway. Verify the current scheme rather than naming an outdated body. Preserve Delta's final response and case number.

Evidence for a UK claim
Retain the booking before any reissue, e-ticket receipt, boarding passes, DL/VS operated-by line, delay or cancellation notice and actual door-opening time. For connections, include the final ticketed destination. For denied boarding, request written reason and note whether the passenger volunteered.
Keep itemised receipts for meals and accommodation. State whether Delta supplied vouchers, and avoid combining those costs with the fixed GBP calculation.
