Delta booked through an OTA or travel agent: refunds and claims

Booking Delta through an online travel agency does not remove EU261 or UK261 rights against the airline that operated a protected disrupted flight. The agency may still control ticket servicing and refund settlement. Identify three roles separately: operating carrier, marketing carrier and ticket issuer. Send each request to the party responsible for that remedy.

Find the ticket issuer

Delta-issued tickets normally begin with document code 006. An agency can sell a Delta itinerary while Delta remains the issuer, or issue a partner ticket containing Delta-operated segments. The receipt should show the ticket number, fare, taxes and agency details.

Also preserve the PNR. An agency reference and airline PNR can differ. Retrieve the booking in My Trips and save the operating-carrier line for every sector.

The party that charged the card is important for settlement but does not automatically become the carrier responsible under passenger-rights law.

Compensation goes to the operating carrier

For a Delta-operated departure from the EU/EEA or Switzerland, EU261 can apply even when Expedia, Booking, eSky, Kiwi or a local agent sold the ticket. A Delta-operated UK departure can fall under UK261. Submit fixed compensation to Delta with the flight, ticket and passenger details.

If Air France operates Paris-New York under a DL code, Air France normally handles the statutory claim. If Delta operates it under an AF code, Delta handles it. Agency branding is irrelevant to this operator test.

A direct Delta-operated flight from the United States to Europe usually has no EU261 or UK261 fixed award. The agency cannot change that route-direction result.

Why refunds often pass through the agency

An agency-issued ticket can require the issuing agent to process refund through the original settlement path. Delta's current disruption page tells passengers with agency or third-party tickets to contact that seller directly. Delta's EU request page adds that passengers should contact Delta if they experience difficulty with the agent.

Ask the agency in writing whether the airline has authorised the refund, whether the ticket remains open and when money will return to the original payment method. Ask Delta whether it released or controls the funds.

Do not accept “contact the airline” or “contact the agent” without a factual answer. A useful escalation includes both responses and asks each party to identify the ticket owner and refund status.

Automatic rebooking and agency changes

Delta may automatically rebook a disrupted flight even when an agent issued the ticket. The agency's system may then display an old or partial itinerary. Confirm the live reservation with the operating airline before travelling.

Do not let the agent voluntarily reissue the ticket if a statutory reroute is being requested, unless the change is clearly authorised and fare-neutral. A voluntary reissue can obscure the original disruption and introduce fare differences.

Ask Delta to protect the whole reservation, including return sectors and companions. Keep old and new ticket numbers where reissue occurs.

Notice sent through an intermediary

Cancellation compensation can depend on when notice reached the passenger. Delta may say it informed the agent in time, while the passenger learned shortly before departure.

Preserve the booking email containing contact details, Delta's transmission record, the agency's receipt timestamp and the message actually sent to the passenger. The date a schedule changed in a portal is not necessarily proof of notification.

One booking versus OTA self-transfer

Some sites combine separate tickets into one checkout and market a self-transfer guarantee. That commercial packaging does not necessarily create one through ticket under EU261 or UK261.

Compare ticket numbers, PNRs and fare documents. If Delta's first flight and another airline's onward flight are separate, Delta usually does not owe statutory compensation for missing the independent connection. The OTA's guarantee may provide its own rebooking or refund.

If all sectors appear on one ticket, preserve the booked final destination. A protected disruption is then assessed at that destination rather than merely the connection airport.

Service fees and withheld amounts

An airline-caused cancellation refund should not be silently reduced by a new agency cancellation fee without a clear contractual basis. Ask for a line-by-line calculation: airline fare, taxes, ancillary services and agency fee.

Some original booking fees may be nonrefundable where the agency service was fully delivered. That is different from withholding airline ticket money. Obtain the terms that applied on purchase and the merchant invoice.

If the agency offers only store credit, state whether cash is required under the airline-cancellation rules. Do not voluntarily cancel in the agency interface if Delta has already cancelled the service.

Chargeback is a final tool, not the first message

A card dispute can help where the merchant fails to return money for a service not supplied, but it can also conflict with active rebooking, eCredit or refund processing. First make a clear written request and allow the stated processing period.

If escalation becomes necessary, give the card issuer the cancellation notice, rejected alternative, refund request and merchant's response. Dispute only the amount genuinely unpaid. Do not seek both a completed airline refund and a chargeback for the same purchase.

Local consumer authorities and dispute resolution may also be available. The correct body depends on the seller, operating carrier and departure country.

Claim file checklist

Gather:

  • agency confirmation and terms;
  • airline PNR and every 13-digit ticket number;
  • payment statement showing the merchant;
  • complete itinerary and “operated by” details;
  • cancellation or delay notification with timestamp;
  • original and replacement tickets;
  • Delta and agency case numbers;
  • refund amount, method and status;
  • final arrival and care receipts for separate claims.

Submit fixed compensation with the operator. Submit money-return documentation to the issuer, copying Delta where its own guidance supports intervention.

Worked examples

Expedia sells Delta Paris-New York: Delta operates and cancels two days before departure. The passenger claims EU261 compensation and rerouting duties from Delta; ticket refund processing may pass through Expedia.

DL code operated by KLM from Amsterdam: KLM is the operator for EU261. The agency remains relevant if it issued the ticket and holds the refund path.

Kiwi self-transfer after Atlanta: Delta's EU-origin sector and a separate onward ticket need contract-by-contract analysis. The checkout page does not automatically create final-destination protection.

Agent says Delta has not authorised payment: ask Delta for ticket status and refund release, then send that evidence back to the agent rather than opening duplicate cancellation requests.

Does booking through Expedia remove Delta compensation?

No. A protected statutory claim remains against the operating carrier regardless of the sales platform.

Why does Delta tell me to contact the travel agent for refund?

The agent may have issued the ticket and control settlement back through the original payment channel.
