A flight sold with a DL number may be operated by a Delta Connection carrier, currently identified by Delta as Endeavor Air, Republic Airways or SkyWest Airlines. For EU261 or UK261, the actual operating carrier is the starting respondent for the disrupted sector, while Delta may still handle ticketing, rebooking or customer service under its contract. A Europe-origin one-ticket journey can retain final-destination protection through that regional flight.

Why operation matters under EU261 and UK261
The operating air carrier performs or intends to perform the flight under the passenger's contract or on behalf of the contracting party. Fixed compensation is directed according to actual operation, not the frequent-flyer programme or marketing code.
A Delta Connection airline is also a US carrier. Its direct US-to-Europe operation would not gain inbound EU or UK carrier status. More commonly, the regional segment appears after a Delta transatlantic arrival or before a departure.
On a continuous booking that starts in Europe or the UK, a later US regional disruption can still affect the protected final destination. The claim should name the regional operator and explain the complete journey rather than treating the DL number as conclusive.

Three responsibility layers
Statutory operating-carrier claim
If Endeavor, Republic or SkyWest operated the causative segment, identify that company in the fixed-compensation demand. Delta may administer or redirect the case, but the passenger should not conceal the operator.
Ticket and rerouting service
Delta commonly controls the booking, schedule and rebooking experience for Delta Connection travel. It can remain the practical contact for replacement flights, unused-ticket refund and airport assistance.
Baggage handling
The carrier receiving or delivering baggage and the itinerary's interline rules affect where a baggage report is filed. A flight-compensation respondent and baggage claim handler need not be identical.
Set out these roles separately so a valid ticket issue is not rejected merely because another airline flew one sector.
Europe-origin connection example
Consider Paris-Atlanta-Chattanooga on one reservation. Delta operates Paris-Atlanta, and Endeavor operates the DL-coded regional segment. The first aircraft arrives late, the passenger misses the connection and reaches Chattanooga five hours behind schedule.
EU261 scope starts with Paris and final arrival can be measured in Chattanooga. If the delayed Delta transatlantic segment caused the miss, Delta operation is central. If the regional flight itself was cancelled for an internal cause after the passenger arrived on time, Endeavor's operation is central. Preserve both operational records.
Do not submit two full EUR 600 demands for one final delay. Explain causation and seek one statutory payment from the proper operator.
When the regional sector starts in the United States
A standalone Atlanta-Charleston Delta Connection flight normally falls under US rules, not EU261 or UK261. DOT refund protections can apply after cancellation or significant change when alternatives are rejected. US oversales rules can apply to involuntary denied boarding from a US airport.
There is no general fixed US cash award for every completed ordinary delay. Delta's customer-service commitment can provide meals, hotel or partner rebooking for qualifying controllable disruptions, but it differs from European statutory compensation.
Route direction must therefore be shown before quoting EUR or GBP.
Causes on a Delta Connection operation
Routine aircraft maintenance, crew scheduling and ordinary operational problems generally remain within carrier activity for European compensation analysis. Severe weather, airport closure or binding air traffic restrictions can be extraordinary if causation and reasonable measures are proved.
Ask which operator's aircraft rotation or crew was affected. A Delta response that says "regional partner issue" does not itself classify the cause, while a regional operator should not rely on Delta network weather without connecting it to the segment.
Care during a protected wait remains due even if an extraordinary defence succeeds.
Rebooking and partner options
Delta can often rebook the passenger through My Trips or an airport agent. A substitute may use Delta mainline, another Delta Connection carrier or a different airline. Record new operator, cabin, arrival and airport.
Accepting the replacement does not automatically waive fixed compensation. If a lower cabin is supplied, downgrade or ancillary-service reimbursement can be separate. If Delta offers an eCredit instead of transportation, choose only after comparing statutory rerouting and refund rights.

Baggage and separate-ticket issues
Delta says bags on a single ticket are generally checked to the ticketed destination, subject to required customs procedures. A separate-ticket journey can end baggage responsibility at the Delta-ticketed point and can leave the passenger unprotected for a later misconnection.
Report a delayed bag at the airport and obtain a file reference. Do not wait for the operator dispute to be resolved before meeting baggage notice periods.
If the regional carrier damaged a mobility device, report immediately and invoke the applicable disability and baggage protections; ordinary liability caps may not apply in the same way to substantiated mobility-aid loss.
Evidence and claim wording
Attach the original confirmation, e-ticket, boarding pass and screenshot naming the regional operator. Add the complete Europe/UK origin and final destination, scheduled and actual arrival, cause statements and rebooking.
A useful opening is: "Flight DLxxxx was marketed by Delta and operated by Endeavor Air, as shown in attachment 2. It formed the final sector of one Paris-Chattanooga reservation."
Then identify the causative event and requested remedy. If Delta redirects the case, preserve both reference numbers and ask the recipient to address operating status in writing.
