Brussels Airlines downgrade: calculate the cabin refund
Short answer: when Brussels Airlines places a passenger in a lower cabin than purchased, Article 10 requires reimbursement of 30, 50 or 75 percent of the price attributable to the downgraded flight. Payment is due within seven days under current EU261. No three-hour delay or airline fault is required, and the refund can coexist with compensation for a separate delay, cancellation or denied boarding.

A move from Business to Premium Economy, Business to Economy, or Premium Economy to Economy can qualify. A different seat within the same cabin, loss of extra legroom or failure to provide a meal is normally an ancillary-service issue rather than an Article 10 downgrade.

The percentage applies to the fare attributable to the downgraded segment, not automatically the whole return or connected ticket.
The Mennens calculation
In Mennens v Emirates, the Court of Justice held that reimbursement is based on the price of the flight on which the passenger was downgraded. If the ticket does not identify that price, it can be determined as a proportion of the total ticket price corresponding to the distance of the affected flight relative to the total distance of transport.
Taxes and charges unrelated to travel class are excluded from the percentage base. Request a fare breakdown from Brussels Airlines or the ticketing agent before accepting a calculation based only on the visible total.
Example: one ticket covers a European feeder and BRU–Africa long-haul, but only the long-haul sector changes from Business to Economy. Apply 75 percent to the class-dependent price attributable to that sector, not to every coupon and airport tax.
Paid upgrade, bid and Miles & More
Brussels Airlines offers fixed-price, bid and Miles & More upgrades. Preserve the original ticket, upgrade confirmation, amount or miles used, acceptance and boarding pass. A confirmed upgrade that is not delivered can support refund of the upgrade and may amount to downgrade from the contracted cabin.
The calculation can be disputed where an upgrade was purchased separately from the base fare. Do not promise that one method always governs. Claim the paid upgrade amount or restored miles and explain the Article 10 cabin contract, while asking Brussels Airlines for its sector price calculation.
For a voluntary passenger cancellation, Brussels Airlines states that accepted upgrade amounts can be non-refundable under upgrade conditions. That is different from the airline involuntarily failing to provide the confirmed cabin.

Ask the boarding pass to show the cabin and booking class. If staff issue a handwritten document, photograph it. Aircraft layout and marketing names can differ, so identify the actual contracted travel class.
Rerouting in a lower cabin
After cancellation, Brussels Airlines may offer an earlier Economy seat or a later Business seat. The passenger can choose the route that best preserves the trip, but should record whether the lower cabin was accepted only because no comparable timely option existed.
Taking the earlier flight does not necessarily waive Article 10. Request written confirmation of involuntary downgrade and retain alternatives. If the airline offers an upgrade on another segment as settlement, assess its real value before agreeing.
If Brussels Airlines reroutes through Lufthansa, SWISS or another partner, the responsibility for the original disruption and the actual downgraded carriage must be allocated carefully. The ticketing airline may need to provide the fare breakdown.
Combine claims without duplication
A downgrade reimbursement addresses lost cabin value. Fixed EUR 250-600 addresses qualifying delay, cancellation or involuntary denied boarding. Reasonable meals and hotel reimburse actual care costs. All can coexist if their separate conditions are met.
Example: a cancelled Brussels Airlines long-haul flight is rerouted the next day in Economy instead of paid Business and arrives eight hours late. The passenger can assess cancellation compensation, 75 percent downgrade reimbursement for the affected long-haul price, and hotel or meal costs. State each line independently.
Do not seek two reimbursements for the same paid upgrade. If the full upgrade price is returned and that equals the contractual loss, explain any additional Article 10 calculation before demanding both.
Multiple passengers
Calculate per ticket. A family booking can have different fares, upgrades or award components. List each passenger, original cabin, affected sector and price. A corporate payer does not remove the traveller's passenger rights, although the refund destination can depend on who purchased the ticket.
For an award booking, fixed compensation can still be payable because publicly available frequent-flyer tickets are within EU261. Valuing a mileage cabin difference is less mechanical; request reinstatement and a transparent equivalent rather than inventing a cash rate.
Evidence and request
Collect the e-ticket receipt, fare construction, PNR, original and new boarding passes, cabin and booking class, upgrade confirmation, amount or miles, aircraft-change notice and correspondence. Ask for the sector price and class-independent taxes.

FAQ
Does downgrade reimbursement require a three-hour delay?
No. Article 10 applies because a lower cabin was provided, regardless of delay or fault.
Is the percentage applied to the whole ticket?
Not automatically. It applies to the price attributable to the affected downgraded flight, using the Mennens method where needed.
Is loss of extra legroom an Article 10 downgrade?
Usually not when the cabin remains Economy. Seek refund of the undelivered seat service instead.
Can I claim downgrade and EUR 600 together?
