Now reverse the route: Richmond-Philadelphia-Madrid, with American group operators. The continuous journey begins in the US. American and its regional partners are non-EU carriers, so EU261 fixed compensation normally does not apply.
If an EU airline operates the transatlantic inbound segment, assess that operation and the one-ticket itinerary separately. Do not infer EU status from a codeshare number.
Who should receive the complaint?
For immediate disruption, use American's app, airport staff or reservations to protect the complete ticket. For a statutory claim, name the actual operator of the flight that caused the damage and explain the continuous journey.
Where several operating carriers contributed, preserve correspondence with each and avoid contradictory accounts. American Customer Relations may route an American Eagle matter internally, but a refusal telling you to contact the operator should be checked against the legal claim and ticket facts.
For baggage, the carrier that accepted or delivered the bag and the Convention's successive-carrier rules can matter. Keep every baggage tag and file reference.
Missed-connection evidence
Save:

Albany-Philadelphia-Paris: Republic and American operate from the US. EU261 fixed compensation normally does not attach to this inbound direction.
Heathrow-Charlotte-small US city: American operates the UK segment and PSA operates the onward flight. UK261 can assess the continuous final arrival if one reservation protects the connection.
Separate domestic ticket after Europe arrival: an independently bought American Eagle segment is normally not combined with the transatlantic contract, even if the transfer occurs on the same day.
How to write the operator paragraph
Use exact language: “The itinerary was one ticket from London to [final city]. Flight AA123 was operated by American Airlines and flight AA4567 was operated by PSA Airlines under the American Eagle brand.” Then identify which disruption caused final arrival and the relevant UK261 rule.
This is more useful than addressing “American Eagle” as though it were one separate legal company.
