Air France through an OTA or package: who handles each claim?

Short answer: booking Air France through an online travel agent or package organiser does not remove EU261 rights against the airline that actually operated the disrupted flight. Air France normally handles fixed compensation, care and operating-carrier rerouting. The ticket issuer may process fare servicing or return money it collected, while a package organiser has separate duties for the combined holiday. Identify the remedy before choosing whom to contact.

Map the parties on the booking

One trip can involve several businesses:

RoleHow to identify itTypical responsibility
operating carrier"operated by" on ticket or boarding passEU261 disruption duties
marketing carrierairline code before flight numbersells space, not always liable for operation
ticket issuere-ticket number and receiptfare servicing and refund flow
OTA or travel agentmerchant and confirmationsales support under its contract
package organiserpackage certificate and invoiceperformance of the combined package

An AF flight number can be operated by another airline. Conversely, Air France may operate a flight sold under a partner code. Start with the operating carrier for fixed compensation.

Claim EU261 compensation from the operator

Where Air France operated the delayed or cancelled flight, submit the EUR 250-600 claim to Air France even if an OTA sold the ticket. Include the Air France flight operation, ticket number, itinerary, final arrival and disruption reason.

The intermediary does not become the operating carrier merely because it collected payment. Air France's general conditions encourage passengers to approach the airline directly before assigning a claim to a third party, subject to applicable law.

Avoid paying an agent to forward a form you can submit yourself unless you understand its commission and authority. Keep one Air France claim reference rather than opening duplicates through several representatives.

Ticket refunds can follow the payment chain

When Air France owes reimbursement after cancellation, the practical money path can involve the ticket issuer. Air France may return funds to the agent that originally settled the ticket, and the agent then repays the passenger.

Ask for written status from both parties:

  • Has Air France authorised or issued the refund?
  • To which account or agent was it sent?
  • What fare, tax and service amounts were included?
  • Is the OTA deducting a fee, and under which term?
  • When will the passenger receive the funds?

Do not allow circular referrals to continue without a transaction trace. Send the same ticket receipt and cancellation notice to both, making the selected remedy clear.

Rerouting during live disruption

The operating carrier should provide rerouting under EU261. At the airport, ask Air France for a confirmed replacement to the final destination. An OTA may not have access to operational recovery inventory quickly enough.

Do not let Air France dismiss an urgent rerouting request solely because an agent issued the ticket. Preserve that response. At the same time, notify the issuer before skipping or replacing sectors so the return is not cancelled as a no-show.

If you buy a replacement after Air France fails to act, document your request and the reasonable alternative. A later dispute may involve both carrier duty and agency servicing.

Fixed compensation is not a fare refund

These amounts answer different questions:

  • EUR 250-600: inconvenience compensation under EU261 where conditions are met;
  • ticket reimbursement: return of qualifying unused or no-longer-useful fare;
  • care expenses: meals, hotel and transfer during waiting;
  • package price reduction or damages: organiser obligations under package law;
  • insurance: cover under a separate policy.

An OTA email saying "your refund is processing" may refer only to ticket value. It does not prove that Air France considered the fixed-compensation claim.

Package travel adds another responsible party

EU Directive 2015/2302 makes the organiser responsible for performance of travel services included in a package, regardless of whether suppliers perform them. A cancelled Air France flight can therefore engage both operating-carrier rights and organiser duties.

Contact the organiser promptly if the disruption affects accommodation, transfer, cruise or the package's purpose. The organiser may need to remedy non-conformity, offer alternatives or assist a traveller in difficulty. The exact result depends on the package and national implementation.

Do not recover the same hotel, replacement ticket or price loss twice. Inform Air France and the organiser about overlapping requests and payments.

Dynamic packages and linked arrangements

Not every website basket is legally a package. A package combines specified travel services under statutory criteria; a linked travel arrangement has narrower protection, and completely separate bookings may have none of the organiser framework.

Check the pre-contract information and certificate. It should identify whether you bought a package and name the responsible organiser or insolvency protection. Marketing phrases like "build your trip" do not determine legal status alone.

Agent-made contact details

Some intermediaries use relay email addresses or phone numbers. This can delay Air France cancellation notices. Save agent messages and the contact details visible in Air France's booking record.

Under EU261 cancellation rules, Air France may need to prove when the passenger was informed. A message to an agent can create a factual dispute about transmission. Do not assume automatically that neither side is responsible; document exactly when you received notice.

Update direct contact details in the airline booking where permitted, without altering ticket control.

Schedule changes and voluntary acceptance

An OTA may ask you to accept a new schedule. Compare it with the original before clicking. A departure advanced by more than one hour is treated as cancellation under EU case law, while other major changes can create statutory or contractual options.

If the offered itinerary is unsuitable, say that you reject it and specify refund or rerouting. Do not select a generic passenger cancellation that may invoke restrictive fare rules.

Chargebacks are not the first step

A card chargeback can be useful where a merchant fails to provide or return money, but it is governed by card-network and bank deadlines. It can also complicate an active airline or package refund.

First request the correct remedy in writing and obtain transaction status. If chargeback becomes necessary, claim only the unpaid amount and disclose credits already received. It does not replace an EU261 compensation submission to the operating airline.

Evidence file

Keep the airline booking reference, agent reference, e-ticket receipt, package certificate, merchant statement, original and replacement itinerary, all notices, chat logs and refund records. Build one chronology showing who said what and when.

Submit operating-carrier compensation through the Air France claim process. Use the issuer for voluntary fare servicing and involve the organiser for package-wide consequences.

FAQ

Can I claim Air France compensation if an OTA sold my ticket?

Yes. Where Air France operated the covered disrupted flight, the sales channel does not remove EU261 rights against that operator.

Who returns the cancelled ticket price?

Air France owes the statutory remedy where applicable, but the transaction may pass through the issuing agent that collected payment. Request a trace from both.

Must the OTA reroute me at the airport?

EU261 rerouting is primarily the operating carrier's duty. The agent may assist with ticket servicing, but urgent recovery should be requested from Air France.

Can I claim from Air France and a package organiser?

Separate rights can coexist, but you cannot receive the same expense or loss twice. Disclose overlapping claims and identify each remedy.

Does accepting an OTA schedule change matter?

Yes. It can record consent to a replacement. Save the original itinerary and understand whether you are accepting rerouting, a voluntary change or another contract.
