FLY4 Airlines flight compensation: charter and ACMI flights

Published: 2 November 2026Updated: 2 November 2026

FLY4 Airlines is an Irish EU operator that flies for other airlines, tour operators and brokers rather than selling seats directly to passengers. A FLY4-operated departure from the EU can fall under EU261; its 2026 TUI flights from the UK can fall under UK261, and EU-carrier status can also matter on return journeys. The booking brand alone does not identify who should answer every part of a complaint.

Check which rules cover your flight

Enter the complete route, date, operating airline and disruption. We will check whether EU261, UK261, Turkish SHY or another passenger-rights framework may be relevant.

What happened to your flight?

Choose the situation that applies. Eligibility and currency depend on the route, operating airline, disruption and applicable law.

Choose the situation that applies to your flight:

FLY4 received its Irish AOC in March 2024. Its published fleet comprises four 189-seat Boeing 737-800 aircraft. In summer 2026 it announced a third seasonal programme for TUI, including Norwich to Corfu, Belfast International services to Reus and Corfu, and operations from Amsterdam to Zakynthos and Antalya. These are concrete examples of why a passenger can meet FLY4 crew while holding a TUI itinerary.

Read the ticket and the aircraft together

FLY4's passenger page says it operates for airlines, brokers and tour operators and does not sell tickets directly. An FFA flight number points towards a FLY4 service, but many wet-lease passengers will see the customer airline's code. Keep the boarding pass, original confirmation, airport notification, aircraft registration and any message announcing a change of carrier.

The ticket issuer remains important for fares, package services and immediate travel support. The operating arrangement is important for statutory airline duties. If the seller and FLY4 each redirect the complaint, ask them to state the contractual carrier, actual operator and basis for their position instead of accepting an unreasoned referral.

Coverage on 2026 leisure routes

Because FLY4 is Irish, it is an EU carrier. That produces different answers by direction:

Example or route patternEU261UK261SHY-YOLCU
Amsterdam to Zakynthos, operated by FLY4Can apply because departure is in the EUNormally notNo
Norwich to Corfu, operated by FLY4Can apply to an EU carrier flying from the UK to the EU, subject to scope rulesCan apply because departure is in the UKNo

Belfast International to Reus, operated by FLY4EU261 may apply to the EU-carrier journey; Northern Ireland remains part of the UK, not IrelandCan applyNo
Amsterdam to AntalyaCan apply because departure is in the EUNormally notNormally not for a foreign carrier arriving in Türkiye
Antalya to Amsterdam, operated by FLY4Can apply because FLY4 is an EU carrierNormally notCan separately apply to a foreign carrier departing Türkiye

The table does not prove a payment. It screens territorial scope. The event, arrival delay, notice, cause and reasonable measures remain necessary. When EU261 and UK261 overlap, disclose any earlier payment and do not demand two full statutory awards for the same disruption.

A delay is measured at the destination

For EU261 and UK261 fixed compensation, focus on arrival at the final destination in the protected booking. A three-hour late departure followed by a shorter arrival delay does not automatically qualify. Conversely, a short first delay that causes a missed protected connection can produce a much longer final delay.

FLY4 or the customer airline may invoke extraordinary circumstances. The response should identify the external event, show how it affected this flight and explain the reasonable measures attempted. An unspecified technical or operational issue does not settle the test. Care obligations can remain even if extraordinary circumstances defeat fixed compensation.

The SHY-YOLCU amendment effective from 10 December 2024 has its own rule for arrival at least three hours late for technical or operational reasons. Turkish domestic travel references EUR 100 and international journeys EUR 250/400/600, payable in TRY at the TCMB selling rate on payment day. The rule depends on SHY's territorial terms, not merely an Antalya reference, and is not retrospective.

Cancellation and boarding refusals need separate evidence

For a cancellation, save the first notification and every alternative. EU261 and UK261 provide a choice between reimbursement and rerouting under their conditions. Additional fixed compensation depends on the notice period, replacement timing and cause. Notice at least 14 days before departure normally removes that extra cancellation amount, but not the transport choice.

A customer airline may swap FLY4 for another operator instead of cancelling. Preserve both versions of the itinerary because the replacement can change the claim recipient and inbound coverage. A substantial schedule change initiated by a tour operator also needs to be distinguished from an airline cancellation.

Involuntary denied boarding can qualify where a passenger had a confirmed reservation, valid documents and complied with check-in and gate deadlines. FLY4 publishes specific conditions for FFA-number flights. Refusal for documentation, safety, health or late arrival is not the same as overbooking. Ask whether volunteers were requested and keep the written offer.

What can be claimed, and in which currency?

EU261 uses EUR 250, EUR 400 and EUR 600 distance bands. A journey entirely within the EU over 1,500 km is normally EUR 400, not EUR 600. UK261 provides GBP 220, GBP 350 and GBP 520; a long journey arriving between three and four hours late can be reduced to GBP 260.

Fixed compensation is only one remedy. Reimbursement concerns an unused ticket, rerouting concerns replacement travel and care can include reasonable meals, hotel accommodation and airport-hotel transport. Request each item separately. Keep itemised receipts even when the tour representative says costs will be considered later.

Baggage is handled on another timetable. FLY4 tells passengers to complete a Property Irregularity Report at arrival and explains that the report alone does not start a monetary claim. Its passenger guidance describes a written 21-day period for delayed-baggage expense claims after the bag is returned. Do not merge baggage evidence with a flight-delay demand.

TUI package, charter seat or wet lease

The 2026 TUI programme is an ACMI arrangement: FLY4 supplies capacity while TUI remains visible to the customer. FLY4 also offers full charter services for tour operators, brokers, sports teams and events. These are not identical business models, even if the same aircraft is used.

Package claims may concern accommodation, transfers or the holiday's value and belong to the organiser. Statutory disruption rights concern the legally responsible airline. A refund paid by the organiser can affect loss but does not automatically extinguish every airline claim. State what was paid and why.

On a wet lease, determine which business set and assumed responsibility for the service rather than treating ownership of the metal as the only test. FLY4's conditions apply to flights under its designator and situations where it has legal liability; another ticket issuer can have its own conditions. That is why both documents must be kept.

Send a structured complaint

FLY4 publishes passenger@fly4airlines.com for Regulation 261 claims and asks passengers to submit directly before involving a third party. Provide names, route, date, booking and ticket references, FFA or customer flight number, actual operator, final arrival time, cause given and the remedies requested. Copy the ticket issuer when it controlled travel arrangements or the operating role is disputed.

For EU261, use the national enforcement or alternative dispute route connected with the flight after the airline has had the proper opportunity to respond. FLY4 is listed by the Irish Aviation Authority as an Irish AOC holder, but the departure country's body may be the practical route for a specific disruption. Do not assume that Irish residence or airline nationality alone decides court jurisdiction.

For UK261, complain first and then check the responsible carrier's membership of CAA-approved ADR after a final response or eight weeks. PACT may assist where no ADR applies, but cannot impose a binding decision. For SHY, first contact the airline; SHGM's current process can be considered after no answer for ten days or an inadequate answer.

Check the real operator

Use the flight compensation calculator with the operated flight, not merely the package brand. The charter and holiday flight guide explains the organiser-airline split. For a UK-EU return, assess outbound and inbound separately because two systems can overlap differently.

FAQ

Is FLY4 Airlines part of TUI?

No. FLY4 is an Irish operator that supplied ACMI capacity to TUI in 2026. TUI can sell and organise the journey while FLY4 operates the aircraft.

Does FLY4 sell tickets on its own website?

No. Its passenger guidance says tickets are sold by other airlines, brokers or tour operators. Keep their confirmation as well as proof that FLY4 operated.

Can both EU261 and UK261 cover a Corfu to Norwich flight?

Potentially, because the flight leaves the EU and an EU carrier arrives in the UK. The regimes must be coordinated; overlap does not mean two full awards.

Is an FFA flight number required for a claim?

No. It is strong identification for a FLY4-coded service, but wet-lease flights may use the customer's number. Other evidence can establish operation.

Does a TUI package make the organiser pay flight compensation?

Not automatically. Package duties and airline passenger rights are distinct. Direct each requested remedy to the business legally responsible for it.
