Finnair downgrade refund: 30%, 50% or 75% of the affected sector
When Finnair places a passenger in a lower cabin than purchased on a covered flight, Article 10 requires reimbursement of 30%, 50% or 75% of the price attributable to the downgraded sector within seven days. The percentage depends on distance and route category, not the number of cabins dropped. The passenger need not prove airline fault or a three-hour delay.

Business to Premium Economy, Business to Economy and Premium Economy to Economy can all be downgrades. A seat change inside the same cabin is usually a different service dispute.

The percentage applies to the price of the flight on which the passenger was actually downgraded. It is not automatically applied to the whole return ticket or every connection.
What counts as a cabin downgrade?
The booked and flown cabin must be compared. Finnair's long-haul product can include Business, Premium Economy and Economy. Moving from Business to Premium Economy remains a downgrade even though an intermediate cabin was provided. The 75% long-haul percentage does not increase because two levels were lost.
Changing from a preferred Economy seat to another Economy seat is not an Article 10 cabin downgrade. Loss of extra legroom, a paid adjacent seat, meal or lounge access can support refund of the separate service under contract or consumer rules, but not necessarily 30-75% of the sector fare.
An aircraft substitution that retains the purchased cabin but changes seat design also needs service-specific analysis. Preserve the booking-class and cabin description, not only the seat number.
Mennens: calculate only the affected segment
In C-255/15 Mennens, the Court of Justice held that the reimbursement is based on the price of the flight segment affected by downgrade. If the ticket does not show a separate segment price, it can be determined proportionally using the distance of that segment relative to the total journey covered by the ticket.
Taxes and charges that do not depend on cabin class are generally excluded from the percentage base. A class-dependent component can require inclusion. Ask Finnair or the ticket issuer for the fare construction and allocation rather than applying 75% to the entire credit-card charge.
Example: a return itinerary contains four sectors, but only Helsinki-Tokyo is downgraded. Calculate the attributable Helsinki-Tokyo price, remove class-independent taxes and apply 75% because that affected sector exceeds 3,500 km.
Worked examples
European sector
A passenger buys Business on Paris-Helsinki and flies Economy. After verifying the route distance and intra-EU category, the Article 10 percentage is normally 50% of the attributable sector price, not 50% of the whole Paris-Helsinki-Asia ticket.
Long-haul sector only
London-Helsinki is flown in the booked cabin, but Helsinki-Singapore is changed from Business to Premium Economy. The long-haul affected sector uses the 75% category. The fact that the first sector was correct prevents applying the percentage to that part.
Several passengers
Each downgraded ticket is calculated individually. If two travellers paid different fares or one used an award ticket, do not assume the same monetary base, although both suffered the same cabin change.
Paid Finnair upgrades
A confirmed cash upgrade can establish the cabin the passenger was entitled to fly. Keep the upgrade receipt, confirmation, original ticket and final boarding pass. Ask Finnair to return the upgrade price and explain how Article 10 is calculated; depending on ticket construction, the statutory base can be disputed.
Do not accept only the original fare difference without checking whether the Article 10 percentage would be higher. Equally, do not claim the upgrade price and a percentage in a way that recovers the same value twice.
An upgrade waitlist that never confirmed is not a flown downgrade. Finnair's programme rules provide separate return mechanics for the payment or Avios.
Finnair Plus and Avios tickets
Publicly available award tickets can fall within EU261. The percentage calculation for an Avios booking is less straightforward because the ticket uses points plus taxes and may not publish a cash sector price. Request Finnair's valuation method, Avios restoration and tax treatment.
Avoid promising one universal formula for disputed loyalty currency. Article 10's purpose and Mennens segment principle remain relevant, but the monetary execution can require programme evidence or legal determination.

Downgrade can coexist with other claims
Article 10 reimbursement does not require delay, cancellation or airline fault. If the same journey also arrives at least three hours late because of an airline-controlled disruption, EUR 250-600 can be claimed separately. A passenger involuntarily denied boarding from the original cabin and later rerouted in a lower one may also have distinct rights.
Care expenses remain separate. Do not subtract hotel or meal reimbursement from the downgrade amount. Prevent double recovery only where two requests repay the same cabin-price loss.
Evidence and submission
Keep the e-ticket receipt, fare breakdown, booking class, cabin confirmation, upgrade receipt, original seat assignment and replacement boarding pass. Photograph the cabin only where lawful and useful; the boarding pass and crew or airline confirmation are stronger.
Ask for:
- the price allocated to the downgraded sector;
- identification of taxes independent of cabin;
- the applicable 30%, 50% or 75% calculation;
- payment within the current seven-day Article 10 period; and
- separate return of any duplicated upgrade charge.
Finnair's refund form can handle travel-extra or downgrade reimbursement in relevant markets, while the feedback and compensation route can preserve the legal explanation. Save both case references if Finnair directs parts separately.
The July 2026 reform retains the percentage structure but is not yet applied. Its future automated 14-day mechanism should not replace the current seven-day rule for a journey assessed on 15 August 2026.

Is Business to Premium Economy a downgrade?
Yes. Flying any lower cabin than the confirmed one can trigger Article 10.
Is 75% calculated on my entire ticket?
No. Mennens limits the base to the affected sector, using allocation or a distance proportion where needed.
Do ordinary taxes enter the percentage base?
Class-independent taxes and charges are generally excluded; class-dependent items require closer allocation.
