Brussels Airlines via an OTA, travel agent or package organiser

Short answer: a travel agent or online seller can process ticket changes and refunds, but Brussels Airlines remains responsible for EU261 duties on a flight it actually operates. A package organiser has additional obligations for the package as a whole. Identify four roles separately: operating carrier, marketing airline, ticket issuer or merchant, and organiser. This prevents the common loop where every company points to another.

One company can fill several roles. Confirm merchant of record from the card statement and ticket issuer from the e-ticket receipt.

Cancellation by Brussels Airlines

The operating carrier must offer reimbursement or rerouting even if an agent sold the ticket. Brussels Airlines may direct an agency-issued cash refund through the agent because the merchant controls settlement. That processing arrangement does not transfer fixed compensation or care duties to the seller.

Ask Brussels Airlines to confirm the authorised refund amount and date. Ask the agent when it received funds, what fee it retains and the contractual basis. Preserve both responses.

If travel is still needed, request rerouting from the airline rather than allowing an agent to process refund automatically. A refund can invalidate the ticket and end the transport obligation.

Fixed compensation

Submit EUR 250, EUR 400 or EUR 600 to the actual operating carrier. Include PNR, ticket number, original itinerary and proof of operator. The person who paid the OTA is not necessarily the only claimant; each eligible passenger owns the fixed right.

An agent fee does not reduce the statutory amount unless the passenger separately agrees to a representation service. A booking service should not charge a claims-company percentage merely for forwarding an airline form without clear consent.

If the SN-coded flight was operated by another airline, address compensation to that operator. Brussels Airlines can remain involved as ticket issuer or rebooking channel.

Notice sent through an agent

Cancellation compensation depends partly on when the passenger was informed. Record when Brussels Airlines sent notice to the booking contact, when the agent transmitted it and whether the traveller had supplied correct details.

The operating carrier bears the burden of proving timely information, but a failure by the intermediary can create a separate damages or service complaint. Do not change the factual receipt date merely because the airline's system shows an earlier agency message.

Save emails with headers, app screenshots and the agent account timeline. Ask the seller for its communication log.

Package travel

A package combines at least two travel services under the applicable Package Travel Directive framework and national implementation. The organiser is responsible for performance of the package and can owe assistance or an alternative arrangement beyond the airline's flight-specific duties.

Example: Brussels Airlines cancels the outbound flight of a flight-and-hotel package. The carrier handles EU261 rerouting, care and any fixed payment. The organiser must also address whether the hotel, transfer and package remain performable. Do not accept two refunds for the same hotel or ticket, but pursue distinct uncovered loss through the correct party.

A dynamically linked checkout can be a package or linked travel arrangement depending on how services were sold. Check the pre-contract information and insolvency-protection certificate rather than assuming every OTA bundle is a package.

Agent-created contact problems

Some sellers use relay email addresses or their own telephone number. Update passenger contact details in Brussels Airlines Manage My Booking where possible. Keep proof if the system blocks changes.

During disruption, check both airline and agent channels. An automatic rebooking can appear in the airline app before the seller forwards it. Failure to receive a message affects notice evidence but does not excuse a passenger from checking known travel changes once alerted.

Self-transfer products

An OTA can display separate tickets as one itinerary and advertise a connection guarantee. EU261 usually assesses each independent ticket separately, even when the seller's interface presents a smooth route. The seller guarantee is contractual and can fund a replacement missed onward flight.

Obtain the terms in force at purchase, deadlines for reporting a missed connection and permitted replacement choices. Do not ask Brussels Airlines to transport to an endpoint outside its ticket solely because the OTA grouped the bookings.

Payment and chargeback

A chargeback can help after a merchant fails to supply or return money, but it is not a substitute for choosing refund or rerouting with the carrier. Starting a chargeback while also accepting an airline refund can produce duplicate recovery and reversal.

Provide the bank with the contract, cancellation, refund request and merchant response. Keep fixed EU261 compensation outside a simple undelivered-service chargeback unless the card scheme expressly addresses it.

Evidence pack

  • booking confirmation and full e-ticket receipt;
  • card statement naming merchant;
  • original and changed itinerary;
  • “operated by” line and boarding passes;
  • airline and agent communication logs;
  • package certificate and terms where applicable;
  • refund authorisation and payment record;
  • agency fees and invoices;
  • actual final-arrival evidence.

Create a one-page role table before submitting. This makes circular referrals visible.

Escalation

Complain to Brussels Airlines for its operating duties and to the agent or organiser for its own contract. Belgian Consumer Mediation can be relevant to an unresolved private dispute with Brussels Airlines after prior contact. A seller in another EU country may be assisted through the European Consumer Centre network.

Track deadlines separately. Brussels Airlines' current Conditions of Carriage specify one year for EU261 actions under Belgian law, while package, agent and card periods can differ.

Does booking through an OTA remove Brussels Airlines compensation?

No. Fixed EU261 rights follow the operating flight and passenger, not the sales channel.

Who processes the ticket refund?

The merchant or issuing agent often processes agency-ticket money, while Brussels Airlines should confirm its authorisation and retains carrier duties.

Can an agent's late email affect the 14-day rule?

Yes. Preserve when notice actually reached the passenger and the complete airline-to-agent communication chain.

Is every flight-and-hotel booking a package?

No. Check how services were combined, pre-contract disclosures and organiser details under applicable package law.

Does an OTA self-transfer become one EU261 journey?

Usually not. Separate tickets retain separate destinations, although the seller's connection guarantee can provide contractual protection.
