Air Serbia delayed or lost baggage: report, trace and claim
Short answer: if checked baggage does not arrive after an Air Serbia journey, report it before leaving the airport and obtain a Property Irregularity Report (PIR). Keep the tag and buy only reasonable essentials. Send a documented written claim within 21 days after delayed baggage is delivered. Under the Montreal Convention, a bag can be treated as lost after 21 days from when it should have arrived, or earlier if the carrier admits loss. The current general liability limit is 1,519 SDR per passenger, not an automatic payout.

Complete the airport report first
Go to baggage services at the final airport and provide:
- passenger name and contact details;
- Air Serbia and partner flight numbers;
- baggage-tag number;
- suitcase description, colour, size and brand;
- distinctive marks or contents useful for tracing;
- delivery address and travel dates;
- boarding pass and e-ticket.
Check every field before signing the PIR and keep its reference. A verbal report to cabin crew or an airport information desk is not equivalent.
If the baggage desk is closed, use the airport or carrier's documented online route immediately, photograph the closed facility and keep the submission confirmation.
PIR and monetary claim are separate
The PIR starts tracing and records that the bag failed to arrive. It does not necessarily state the amount demanded or replace the later written claim for expenses and loss.

Essential purchases during delay
The Montreal Convention permits recovery of proven damage caused by baggage delay, subject to defences and limit. Reasonable essentials depend on destination, trip length, climate and whether the passenger is away from home.
Often defensible purchases include basic toiletries, underwear, simple clothing and genuinely necessary work or medical items. Luxury replacements, extensive wardrobes and items bought after the bag is returned are harder to justify.
Keep itemised receipts. Note what was unavailable in the delayed bag and why it was needed before delivery. Air Serbia may treat durable clothing as retaining value and reimburse less than 100 percent; present the facts rather than assuming full retail recovery.
At the passenger's home airport, the need for replacements can be lower because personal items may be available. Explain any exception, such as an immediate onward commitment.
The 21-day written period
For delayed baggage, the Montreal Convention requires a written complaint no later than 21 days from the date the bag was placed at the passenger's disposal. Count from actual delivery or collection and preserve proof of that time.
Do not wait until day 21 to begin. Send the PIR, baggage tag, delivery record and receipts promptly. If further receipts are expected, make a protective written claim and supplement it within the allowed process.
The 21-day period is not a promise that a bag becomes lost only after an administrative declaration. Convention Article 17 allows the passenger to invoke loss rights when checked baggage has not arrived 21 days after the due date or when the carrier admits loss.
Calculating a lost-bag claim
Prepare an inventory with item, purchase date, original price, current reasonable value and proof. Photographs from the trip, receipts, bank records and product records can support ownership.

The claim is compensatory, not automatic “new for old” insurance. Avoid inflated round sums. The 1,519 SDR ceiling is a maximum for the passenger's covered baggage loss, including related delay damage, unless a valid special declaration of interest increased it.
SDR is an IMF accounting unit whose currency value changes. Convert on the legally relevant date and state the rate source rather than hard-coding a permanent euro or dollar equivalent.
One limit per passenger, not per suitcase
The general 1,519 SDR limit applies per passenger, even where several bags were checked. It is not multiplied by every suitcase. Conversely, family baggage should be allocated to the passenger who checked or owned it, with all tags and contents explained.
A special declaration made at check-in and any additional fee can create a higher declared interest. Travel insurance may cover value beyond the Convention limit. Disclose airline payments to the insurer to avoid duplicate recovery.
Connecting and codeshare journeys
On carriage involving successive airlines, Montreal rules can allow baggage claims against the first carrier, last carrier or the carrier that performed the segment during which the loss occurred, depending on the circumstances. Start with the airline or baggage process identified at final arrival and preserve every tag.
A JU marketing code does not alone prove Air Serbia handled the bag. If a partner operated a sector, attach the complete itinerary. A wet-lease aircraft or ground handler does not automatically become the liable carrier.

Delivery and transport costs
Air Serbia should arrange return of located baggage. Confirm address, delivery window and whether the courier requires a signature. Photograph the bag when it arrives and note any new damage before accepting it without comment.
If the passenger is required to travel to collect a bag that should reasonably have been delivered, keep transport receipts and explain prior contact. Do not incur a disproportionate journey without asking the carrier for delivery first.
Submit the Air Serbia baggage claim
Include PIR, baggage tag, ticket, boarding pass, delivery or non-delivery status, itemised receipts, inventory and payment details. State whether the request concerns delay expenses, declared loss or both.
Air Serbia's general conditions reflect Montreal liability and the two-year period for court action. Correspondence does not necessarily suspend that extinguishment. If the carrier remains silent or disputes a high-value claim, obtain advice well before the second anniversary.
For baggage, do not rely on the Serbian 90-day flight-complaint period as a substitute for the shorter Montreal written notice.
