Air Cairo flight compensation: holiday flight passenger rights
Published: Updated:
Quick answer: Air Cairo is an Egyptian, non-EU airline. An Air Cairo-operated flight leaving an EU/EEA airport can therefore fall under EU261, and a flight leaving the UK can fall under UK261. The separate return from Egypt to the EU or UK is not automatically protected by either system because Air Cairo is not an EU or UK carrier. Check local law, the contract and the Montreal Convention for that sector. Air Cairo also sells scheduled travel, charter services and codeshare flights, so an SM flight number does not always prove that Air Cairo supplied the aircraft and crew.

What happened to your flight?
Choose the situation that applies. Eligibility and currency depend on the route, operating airline, disruption and applicable law.
Choose the situation that applies to your flight:
For a useful assessment, record the operating carrier, every airport, whether the sectors share one booking, the event and the actual final-arrival time. Passenger nationality and the language used to buy the trip do not decide coverage.
Air Cairo as operator, charter carrier and codeshare partner
Air Cairo's conditions identify the legal carrier as Air Cairo Airlines Company, based in Cairo, and give SM as its designator. Its corporate page describes Air Cairo as a hybrid Egyptian airline whose first Airbus A320 operation began in October 2003. The airline also maintains a dedicated charter service.
The mixed model makes the operated by line essential. Air Cairo's route map expressly marks some services as codeshare flights operated by Egyptair. Its FAQ says codeshare flight numbers begin in the SM80xx range, while its conditions warn that another carrier may operate even when the reservation carries Air Cairo's name or code. These are clues, not substitutes for the actual operating statement.
Save the itinerary receipt, ticket, boarding pass and any operator-change notice. Air Cairo's online claim form uses the SM flight field and asks for the original booking details, but the respondent to a statutory flight claim must still be identified from the operated sector.
Route-by-route coverage matrix
| Air Cairo-operated sector | EU261 | UK261, SHY or local position |
|---|---|---|
| EU/EEA airport to Egypt or another destination | normally covered because coverage follows the EU departure | check destination law separately where relevant |
| Egypt to an EU/EEA airport | normally not covered because Air Cairo is not an EU/EEA carrier | Egyptian law, contract and Montreal Convention may require assessment |
| UK airport to Egypt or another destination | no EU261 merely from the UK departure | UK261 normally covers the departure |
| Egypt to the UK | normally outside EU261 and UK261 for an Air Cairo-operated stand-alone sector | examine Egyptian rules, contract and any applicable international convention |
| Türkiye to Egypt or another country | no EU261 unless a separate EU territorial basis exists | SHY-YOLCU can apply to a foreign airline's departure from a Turkish airport |
| EU departure followed by another sector on one protected booking | final-destination analysis may extend beyond Europe | self-transfer tickets must be analysed separately |
| Air Cairo-marketed sector operated by Egyptair or another airline | coverage follows the actual operator and route | complain to the correct operator; marketing code is not decisive |
SHY uses EUR 100 as its domestic reference and EUR 250/400/600 for international journeys, payable in TRY under the TCMB selling rate on payment day. Its effective-date and SHGM complaint rules are summarised in the charter flight hub.
A return booking does not make both directions legally identical. An EU-to-Hurghada Air Cairo flight may be protected by EU261, while the separate Hurghada-to-EU return on the same airline usually lacks inbound EU261 coverage. Use the EU261 and UK261 route guide to map each sector before quoting compensation.
Air Cairo delay claims
For a covered EU261 or UK261 flight, fixed compensation usually requires arrival at the protected final destination at least three hours late. Measure arrival using the time passengers were allowed to leave, not just touchdown. If the booking includes a protected connection, assess the delay at the ticketed final destination.
The airline can avoid the fixed sum if it proves extraordinary circumstances and reasonable measures. Severe weather, airport closure, security restrictions or external air-traffic-control decisions may qualify. A general statement such as “operational reasons” does not identify the event. Ask for a cause specific to the flight and evidence of the response.
Care is distinct from compensation. During a qualifying wait, meals, refreshments, communications and, where needed, hotel accommodation and ground transport may be due under the applicable European regime. Keep modest, itemised receipts if assistance is not provided.
For an Egypt-origin sector outside EU261 and UK261, do not import the three-hour European rule. Check Air Cairo's conditions, any Egyptian passenger-rights provisions applicable on the date, and proven-loss rules under the Montreal Convention where appropriate.
Air Cairo cancellation rights
On a covered departure, cancellation generally creates a choice between reimbursement and rerouting. A passenger who still needs the holiday should request suitable replacement transport before independently cancelling the booking. If the seat formed part of a package, coordinate the decision with the organiser so that accepting a flight refund does not accidentally undermine the wider trip.
Fixed compensation is assessed separately. Under EU261 and UK261, at least 14 days' notice normally removes the fixed amount, while later notice requires comparison of the offered replacement, the timing and the reason. Retain the first notification from Air Cairo, the travel agent or tour organiser.
On a non-European return, Air Cairo's conditions and the applicable local framework determine the remedy; do not present EU Article 8 as a worldwide refund rule. The Montreal Convention may address proven delay damage, but it is not an automatic cash award for inconvenience.
Denied boarding and overbooking
Involuntary denied boarding on a covered EU or UK departure can create compensation, care and a refund-or-rerouting choice when the passenger presented on time with a confirmed booking and valid documents. Ask whether volunteers were sought and obtain written confirmation of the reason.
This remedy differs from refusal for safety, health, security or entry-document problems. Air Cairo's conditions contain carriage-refusal grounds, so record what gate staff actually said. A denied boarding label should not be used when the traveller simply missed check-in or lacked a required visa.
Compensation, refund and expenses are different claims
EU261 uses EUR 250, EUR 400 and EUR 600 bands. UK261 uses GBP 220, GBP 350 and GBP 520. On a covered Air Cairo UK departure over 3,500 km, final arrival three to four hours late can mean GBP 260 instead of GBP 520. Distance, route category and other reductions still matter. Neither table automatically covers an Egypt-origin return operated by Air Cairo.
Set out each requested remedy separately:
- fixed compensation for a covered disruption;
- reimbursement of the unused ticket where the governing rule provides it;
- rerouting or reasonable replacement-transport costs;
- care costs such as meals, hotel and airport transfer;
- proven loss under a distinct legal basis, if applicable.
Disclose vouchers, refunds or payments already received. The existence of both a European rule and local remedy does not justify two full recoveries for the same loss.
Charter package, travel agent and wet lease
Air Cairo operates charter, scheduled and codeshare services, so the ticket must show whether an organiser bought capacity or another airline marketed the sector. When Air Cairo operated, the flight-rights claim normally goes to the airline; the organiser remains responsible for package performance, hotels and future package changes.
If Egyptair or another carrier supplied aircraft and crew under a codeshare or replacement arrangement, direct the statutory claim to that operator. See the charter and holiday flight guide for the evidence that separates airline, organiser and seller.
Complaint and escalation
Air Cairo publishes an online claims page and the email address wecare@aircairo.com. Its form asks for ticket, passenger and flight details and allows a flight-irregularity claim. Give the SM number, route, date, scheduled and actual arrival, booking reference, exact remedy and operated by evidence. Attach the boarding pass, disruption messages and itemised receipts. Keep the submission and reference.
For EU261, escalate according to the competent national body for the departure airport if the airline's response is missing or unsatisfactory. For UK261, complain to Air Cairo first and then consult the CAA's current ADR or PACT guidance; do not assume a particular scheme participates. For a Turkish departure, follow the current SHGM process after the airline stage. For an Egypt-origin local issue, use Air Cairo and the official Egyptian civil-aviation or government complaint channel, without claiming that it offers an EU-style fixed sum.
Check your Air Cairo itinerary
The flight compensation calculator can screen a European or UK sector. Enter outbound and return separately and identify any SM80xx or other codeshare. A preliminary result is not a service guarantee. Where the applicable basis is Egyptian law or another unconfirmed jurisdiction, use the official complaint options unless ClaimWinger confirms that it can take the case.
FAQ: Air Cairo passenger claims
Is Air Cairo an EU airline?
No. It is an Egyptian carrier. EU261 still covers Air Cairo-operated departures from EU/EEA airports, but normally not a separate Egypt-to-EU return.
Does an SM flight number prove Air Cairo operated?
No. Air Cairo says codeshare flights can carry its code, including SM80xx services, while another airline operates. Check the operated by line and boarding documents.
Can a flight from the UK to Egypt qualify under UK261?
Yes. UK261 generally covers a UK departure regardless of Air Cairo's nationality. A separate Egypt-to-UK return on Air Cairo is not automatically covered.
Who handles a future package change?
Air Cairo directs future package-booking questions to the tour operator. A completed-flight irregularity claim against Air Cairo as operator is a separate matter.
Does a three-hour delay in Egypt always pay EUR 600?
No. The European bands apply only when EU261 covers the route, and the amount depends on distance and other conditions. A stand-alone Egypt-origin flight does not acquire EU261 from the length of delay.
What if Egyptair actually operated my Air Cairo booking?
Preserve the codeshare statement and claim against the actual operating carrier under the rules covering that route. Air Cairo may still handle ticket or agency issues under the sales contract.
